The Business and Service Management Branch of the Central Agencies I&IT Cluster within the Treasury Board Secretariat (TBS) is seeking a strategic leader to join their team as Senior Manager, Financial Controllership and Reporting.
Business and Service Management Branch @ TBS
The Business and Service Management (BSM) Branch of CAC mandate is to enable client and cluster branches business agendas by providing strategic, proactive leadership to support the investment in information technology. The Branch provides support to IT Source in the provision of enterprise-wide I&IT Task-based consulting resources via the Management Service Provider model. The BSM Branch also provides leadership and direction to support client engagement, fair and transparent procurement practices, financial controllership, strategic planning, COOP and Disaster Recovery for the Central Agencies I&IT Cluster. This includes responsibility for overall stewardship of cluster resources, governance, business processes, policies and practices, delivered primarily through the Financial Controllership & Reporting and Financial Operations and Procurement areas of the Branch.
What can I expect to do in this role?
Financial Controllership and Reporting Unit provides expert strategic financial and program planning advice and analysis. Also, provides leadership, expertise and coordination of the Cluster and Ministry-wide business planning and resource management processes. The Unit leads the Continuity of Operations Planning (COOP) and Disaster Recovery Planning (DRP) for the Cluster. The continuity of operations planning across the OPS is mandated by the Emergency Management and Civil Protection Act. It builds resilience into the cluster so that critical business services can continue in the wake of a disaster.
As the Senior Manager, you will:
• provide leadership to all aspects of cluster controllership, financial planning and reporting, as well as disaster recovery and business continuity.
• support and promote a productive and collaborative team environment which reflects a culture of excellence and an inclusive, diverse, equitable and accessible work place.
• recommend changes to related policies and procedures and ensure that processes meet service expectations
• prepare management plans, and monitor staff activity and performance.
• demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision.

Strategic Leadership Skills
• You can manage and administer an inclusive and engaged organizational unit including training staff, developing and managing budgets and business plans.
• You can manage a team of staff at various levels, evaluate performance and provide direction in labour relations matters.
• You can develop, manage, and administer the financial operations of a Cluster in accordance with the Ontario Public Service(OPS) financial cycle, policies and procedures.
Analytical and Issues Management Skills
• You can identify, evaluate, and resolve complex program implementation challenges involving the Ministry and external stakeholders.
• You can successfully problem solve and deliver cost effective and efficient solutions.
• You are able to assess risks and issues affecting programs and develop recommendations for mitigation and change management communication strategies.
Communication and Relationship Management Skills
• You have written communication skills to prepare briefing notes, comprehensive analyses, policy/program initiatives and responses to issues.
• You have communication skills to provide advice, briefings and exchange information with senior officials and create effective working relationships with colleagues and stakeholders.
• You are able to achieve consensus with stakeholders regarding program requirements.
Technical Expertise
• You have knowledge of and experience with human resources management policies, practices and provisions of collective agreements.
• You have demonstrated working knowledge of financial activities within the OPS, controllership framework and continuity of operations.
• You have the ability to interpret and apply related legislation, such as the Financial Administration Act, to ensure consistent and accurate application.
