Job Description

What You Will Get To Do

The successful candidate will have a positive impact on our corporate culture by demonstrating the Town’s CARE core values (Collaborative, Accountable, Respectful, Engaged) through daily interactions with individuals at all levels of the organization, and external contacts.

Reporting to the Director of Facilities, the Senior Manager of Facility Operations is responsible for a multi-disciplinary professional team to ensure the effective management of Town Facilities. Regular duties and responsibilities include, but are not limited to:

Facility Operations

  • Provide functional advice for the operation of all Town facilities by ensuring custodial services is maintained and the repair and maintenance work is carried out on a timely basis.
  • Oversee the daily operation of Town facilities including recreation centers and municipal office buildings; and,

Building Maintenance

  • Coordinate the capital improvement program with the capital projects team to ensure access to Town facilities for the state of good repair.
  • Monitor the maintenance of all Town buildings including furnishings, and other related equipment such as HVAC, Plumbing, Refrigeration and Electrical requirements; and,

Administrative & Leadership

  • Oversee the preparation and administration of divisional operating budgets within the facilities portfolio; implement budgets and monitors expenditures/revenues;
  • Provide leadership, guidance, and support to the facilities operations staff;
  • Analyze significant cost variables in alignment with the Towns budget control management procedures;
  • Oversee the recruitment, training, and development of facility staff;
  • Provide counsel and support to staff to ensure a positive and safe workplace.
  • Support with the attendance and performance goals of staff; and,

Asset Management

  • Provide assistance and make recommendations on the prioritization of capital needs;
  • Develop and implement policies and procedures for the division and ensure compliance;
  • Manage the ongoing facility maintenance in alignment with the Town’s Asset Management Plan for all Town Facilities, minimize breakdowns and failures and extend the useful life of the Towns facility assets;
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, assess, and monitor workload, control risk management, identify opportunities for process improvements and review the Director; and,
  • Participate in the implementation of the Community Strategic Plan, Zero Carbon Whitby and any special projects or working groups to assist with the goals of the division and organization; and,
  • Other duties as assigned.

What You Bring To Our Team

As the successful applicant, you must possess:

  • Detailed knowledge of Building Automation Systems (BAS) preferred;
  • TSSA – Refrigeration Operations Certificate – Class B preferred;
  • University degree in Electrical Engineering, Mechanical Engineering, or Building Science preferred or experience in relevant trade;
  • Minimum of 10 years of progressive management experience in a municipal or public sector environment;
  • Advanced knowledge and experience with Microsoft Office Applications and Blue Beam
  • Advance knowledge of the operation of building systems, including mechanical, electrical, HVAC, plumbing, refrigeration, construction, building technology, design and building code compliance.
  • Certified Pool Operations Certificate (CPO) preferred;
  • A valid unrestricted Ontario Driver’s Licence (Class “G”) maintained in good standing with access to a personal vehicle;
  • Strong written and verbal communication skills to prepare information, memorandums, and reports for the Commissioner to present to the CAO and Council;
  • Demonstrated experience managing in a unionized environment;

  • Salary: $122,481 - $144,096 per annum (Band C)

Frontline Hybrid recognizes that up to 40% of job functions associated with the role can be done virtually, from a remote office.
