The Department of Budgets and Asset Management, (BAM), is dedicated to supporting York University's budgeting processes and structures, in pursuit of its mission, vision and priorities. Within BAM, the Finance and Budgets Partnerships team is central to providing strategic advice/support to its range of clients, including Faculties and administrative units. The Finance and Budgets Partnerships team creates communities of best practice and systems to continually monitor and improve outcomes to enhance client service.
The Senior Finance Officer role supports a portfolio of client groups comprised of Faculties and administrative units. The role oversees a team of Finance & Budget Analysts, Cost Control Clerk, Project Cost Assistants, and a System Analyst who liaises between client groups and Central Services, including BAM, Finance, the University Services Centre. The role is responsible for leading, reviewing and approving a variety of reports to support client operations and decision making. The role provides strategic financial advice and works with client groups and Central Services/Internal Audit to monitor internal controls, safeguard confidential information, prepare accurate reports, and ensure compliance with University policies and Generally Accepted Accounting Principles. The role provides technical, strategic, and professional services to address complex issues such as deferred maintenance deficits, changes in government funding and reporting requirements for capital projects and ad hoc institutional governance reports. The role oversees multi-year budgeting, financial forecasting, financial and resource planning, accounting and financial reporting, and procurement support, while providing people leadership and championing York values for sustainability, equity, diversity, and inclusion.
To be considered for this opportunity, you will bring the following:
Education:
- Requirement for a professional accounting certification (CA, CMA, CGA, CPA).
- Bachelor's degree in business, accounting, or relevant field.
- Working accurately with figures under pressure of high volume is required.
Experience:
- Five years related experience working in a complex and large organizations in a similar role.
- Experience with complex data management, including accounting principles and practices, maintaining, analyzing, and monitoring complex financial records.
- Three years of management experience, including recruitment, mentorship, training, supervision, progressive discipline, in a unionized environment.
- Experience in Higher Education and Capital Project Management is an asset.
- Experience managing and relating central large datasets for coordination of functions and checks and balance.
- Experience assessing materiality levels and exercising sound professional judgement.
