Position Summary
The Recovery Department (RD) within Employee / Labour Relations (E/LR) supports the University's goals of attracting and retaining talented people and enabling staff of the Institution to develop and contribute to their full potential. RD's mandate is to provide strategic and innovative leadership that informs and inspires the transformative development of individuals, teams and the institution, fostering a continuously healthy and high performing community.
The focus of RD’s function is to provide rehabilitation and return to work/stay at work services for faculty and staff members when there is a confirmed medical need. The primary goal of these services is ensuring safe, healthy, productive and sustainable return to work/stay at work for the staff member and stability and productivity within the work unit and for the institution.
Reporting to the Director of E/LR and using a collaborative evidence based approach informed by best practices, this position is responsible for providing strategic advice and assistance in the areas of disability management, rehabilitation and return to work at the strategy, policy and procedure levels.
The Senior Consultant position also provides day to day guidance and oversight to the disability management & return to work function and the staff of the unit relative to both occupational and non-occupational injuries and illnesses.
Working collaboratively with the Directorvand other RD colleagues, this position contributes to the development of the High-Performing/Healthy Workplace Strategy for the University.
This position works closely with colleagues in E/LR, HR Partners and other units/staff in Human Resource, Health, Safety and Environment (HRHSE) and with senior administrators, APOs, Deans, Chairs, Directors, faculty, support staff and the Associations.
Key Accountabilities Of This Position Include
  • Contributing to and collaborating on the development and implementation of the High Performing/Healthy Workplace Strategy for the University,
  • Provide day-to-day supervision, coaching and development to the OHE Return to Work Consultants and Team,
  • Providing consultation/strategic advice & assistance on disability and return to work strategies, policies and standards of practice,
  • Providing quality assurance and return on investment analysis for the function,
  • Provide day-to-day oversight, quality assurance, budget monitoring, reporting and dministration of the disability management/rehabilitation contract,
  • Provide reintegration and return to work planning expertise for an assigned caseload.
Duties
Key Responsibilities Of This Position Include
  • Contributing to and collaborating on the development and implementation of the High Performing/Healthy Workplace Strategy for the University.
  • Assist and collaborate in assessing trends and risk exposures, conducting needs analysis, and creating and implementing programs, services and initiatives to proactively support establishing and sustaining a healthy work and learning environment; monitor and report on program effectiveness
  • Assist in the development of evidence based short and long term strategies to improve overall health and quality of work life for members of the campus community
  • Stay abreast of emerging theories and best practices in disability management/return to work as relates to healthy high-performing workplaces bringing suggestions for continuous improvement forward to the OHE Manager and Team
  • Provide leadership and best practice information/approach(s) related to stay at work/disability management/reintegration and return to work to be integrated into an overarching high-performing workplace strategy,
Providing consultation/strategic advice & assistance on disability and return to work strategies, policies and standards of practice.
  • Provide leadership and best practice information on the identification of factors that contribute to work environments that foster/support individual physical and mental health, and when there is a disability due to injury/illness, provide/implement best practice approaches to stay at work/reintegration and return to work,
  • Guide the development/implementation/quality assurance and continuous improvement of reintegration/return to work standards of practice
  • Guide the development]implementation/quality assurance and continuous improvement related to the Duty to Accommodate policies, procedures, standards of practice,
  • Guide the development, implementation, monitoring and continuous improvement of the Disability Management/Health Recovery Support Policy and related procedures/manuals, records retention,
Provide day-to-day supervision, coaching and development to the OHE Return to Work Consultants and Team.
  • Provide advice and coaching to RTW Consultants on files
  • Participate in escalated case conferences providing expert advice and assistance
  • Ensure the RTW team are applying the 'Principles of Collaboration' in working with HRS colleagues
  • Oversee PrepD performance planning and reviews make increase/merit recommendations
  • Support team members in identifying and addressing training and development needs and opportunities.
  • Ensure RTW standards of practice are consistently implemented by team members
Provide day-to-day oversight, quality assurance, budget monitoring and administration of the disability management/rehabilitation co-source contract.
  • Contract management and quality assurance including case management and processes and performance indicator outcomes,
  • In collaboration with the OHE Manager and Co-Source Provider, provide as required reporting and annual reporting on institutional and unit DM/RTW/Accommodation key performance indicators,
  • Review and approve the co-source provider's recommended third party referrals for rehabilitation, assessments, IMEs, etc. up to $5,000 per claimant,
  • Review/audit Co-Source Provider invoices prior to forwarding to the Manager for approval, Ongoing monitoring of stakeholder satisfaction and working with all parties to resolve/prevent issues,
  • In collaboration with the OHE Manager and Co-Source Provider, evaluate stakeholder satisfaction with the program/service.
Provide reintegration and return to work planning expertise for an assigned caseload.
  • Develop and coordinate a written individualized return to work plan that balances
  • Departmental goals/ operational requirements with staff member's abilities and limitations. Collaborate with the individual staff member, the Department and HR Partner to ensure that barriers to maximizing full potential at work are mitigated.
  • Development of a written plan that meets all medically confirmed restrictions and limitations, complies with relevant legislation, and results in the safe, sustainable and timely reintegration and return to work of a staff member with the support of the individual, their treating physician and the Department.
  • On-going two way dialogue and collaboration with the staff member, their Department, and any other appropriate party (i.e. Association, Treatment Provider, internal HRS units) to address barriers for staying at work or returning to work.
  • Assist the department by supporting other staff members impacted by the absence to help ensure a supportive transition back into the workplace.
Providing quality assurance and return on investment analysis for the function
  • Develop, implement, monitor and report on stakeholder relationships, efficiency/effectiveness and impact/return on investment for services/initiatives/programs in the responsibility area
Minimum Qualifications
  • Excellent written and verbal communication skills
  • Influencing skills: ability to build collaborative relationships and gain the trust and respect of internal staff, managers/supervisors at all levels, external health practitioners, HRS colleagues and the Associations
  • Initiative and ability to follow through on projects, plans and casework effectively with attention to time sensitivities/deadlines and budgets
  • Able to effectively work in a fast paced and pressure filled environment while dealing with extremely sensitive issues
  • A minimum 5 years of experience in a leadership role
  • Ability to present self in a way that demonstrates confidence and competence.
  • 5 -10 years of experience in working in a unionized environment and thorough understanding of operating within collective agreements
  • Ability to balance empathy and objectivity
  • Ability to consult, collaborate, problem solve and negotiate with all respective stakeholders and coach and facilitate solutions
  • In-depth knowledge of health and medical subject matters, Occupational Health (i.e. WCB/labour law), Reasonable Accommodation legislation, FOIPP and community based resources/services (Government funding sources, therapy clinics, treatment programs, etc).
  • 5 - 10 years of expertise and experience in Disability, Rehabilitation and Return to Work Case Management
  • Professional member with good standing of the Vocational Rehabilitation Association of Canada and have obtained an active designation as Registered Rehabilitation Professional (RRP) or Registered Vocational Professional (RVP) or an equivalent designation(s) such as the Certified Disability Management Professional through NIDMAR is desired.
  • Bachelor's Degree in Kinesiology, Occupational Health, Health Science, Vocational Rehabilitation or a related discipline
