Project Manager, Water Engineering & Reliability

Public Works - Water and Wastewater

Status: Regular Full Time

Salary Range: $96,785- $120,979 per annum (plus comprehensive benefits)

Location: Arthur P Kennedy Water Treatment Plant (920 East Avenue Mississauga); Ability to travel to project worksite locations

Hours of work: 35 Hours per week

Reports to: Manager, Water Facilities Engineering and Reliability

What you will do in this role:

The Project Manager, Water Engineering and Reliability will manage, and support projects related to water infrastructure. These projects involve groundwater and surface water treatment facilities, water pumping stations and water storage facilities.

  • Supports vulnerability and risk assessment studies of Region’s water/wastewater system, including identifying threats to the network
  • Assess short and long term renewal needs and develop capital infrastructure plans for renewal and rehabilitation.
  • Prepares project charters, terms of reference, identifies scope and deliverables of projects
  • Assists in the preparation and development of the annual capital budget by identifying new business requirements, infrastructure needs, and process or practice improvements
  • Provides technical input and necessary support in the development and application of Region’s asset management system(s) and uses the system to develop strategic infrastructure renewal polices and programs
  • Develops and prepares tender documents, request for proposals, and/or quote for projects, assembles bid submission evaluation teams, evaluations and recommends and prepare Council reports
  • Tracks all project financials, progress, negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project
  • Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services
  • Leads the development of Project Management documents and ensures projects are monitored and completed using this methodology
  • Supervises consultants, develops and executes communication plans with public/council and other key stakeholders, collaborates with approval agencies (Ministry of the Environment, Conservation and Parks, conservation authorities, utilities, landowners, ,etc.)
  • Manage capital projects that involve groundwater and surface water treatment facilities, water pumping stations and water storage facilities


What the role requires:

  • Combination of education and experience may be considered
  • 5 years direct working experience in planning, design and construction of municipal infrastructure including watermains, water treatment facilities, pumping and storage facilities. Applicants with an equivalent combination of education and experience may also be considered.
  • Must be able to interpret and understand technical data related to project preliminary design, infrastructure conditions, asset life cycle
  • Bachelor’s degree in Engineering or a three-year Engineering technology diploma from a college of applied arts and technology.
  • Professional Engineer license in Ontario (P. Eng.) is a strong asset
  • Proficiency in Microsoft Word, Excel, Microsoft Project, Outlook and GIS
  • Strong technical knowledge of water infrastructure and related functions leadership and project management skills to lead project teams in development of project scope, financials, deliverables and management of consultants
  • Knowledge of water distribution, transmission, pumping, storage and treatment processes, design and construction practices, codes and standards.


Skills/Abilities:

  • Strong communication skills (verbal and written) to present project recommendations to senior management, Council, approval agencies and at public information meetings
  • Highly effective interpersonal skills to prevent or resolve conflict with staff, contractors, suppliers, residents, councilors and other stakeholders
  • Effective problem-solving skills to evaluate stakeholder input with technical feasibility and develop appropriate and cost-effective solutions
  • Collaboration skills to work with approval agencies and achieve consensus on project components/recommendations
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
  • Diplomacy, tact and organizational awareness to work with a variety of individuals, consultants, contractors and key stakeholders to coordinate work, avoid conflict and drive progress.

Nice to have:

  • Knowledge and experience in SCADA, electrical, mechanical and civil engineering related to large scale water treatment and pumping facilities is a considerable asset

Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 920 East Avenue Mississauga worksite plus the ability to travel to various project worksite locations. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.

Hours of Work: 35 hours per week
