The Opportunity!

Reporting to the Director Knowledge Building, this position provides leadership and support for FST’s program development and evaluation functions, grant writing and related activities. The Officer supports the development of a culture of ongoing knowledge creation, learning and improvement within FST and in the community social services sector through development of evidence informed program planning, research, evaluation, student placements and related activities. The Officer also supports the Director of Knowledge Building in the organization’s accreditation and data quality monitoring and improvement processes.

The Role:

Planning and Funding support:

  • Supports and guides quality improvement and monitoring/ planning activities.
  • Takes a collaborative role in the development of quarterly and annual service monitoring reports for reporting internally and externally.
  • Works with Director knowledge Building on the development of funding proposals
  • Supports the Director of Knowledge Building in strategic planning processes and the organizational development of the annual operational plan.
  • Collaborates closely with program leadership on proposal submissions.

Research and Evaluation:

In close collaboration with the Director of Knowledge Building:


  • Ensures the implementation of ethical, professionally accepted evaluation methods and compliance with organization policies.
  • Adheres to FST’s framework for research and evaluation and ensures that the voices of clients and community participants are included.
  • Initiates the development, implementation and coordination of original research and evaluation activities
  • Supports the enhancing of organizational readiness and capacity for evaluation/research.

Analysis, Reporting, Knowledge Sharing:

  • Produces high quality comprehensive reports, including user-friendly (lay-language) written reports for evaluation initiatives.
  • Makes clear, effective presentations to stakeholders internally.
  • Collaborates with the Director of Knowledge Building to ensure that quality-related reports pertaining to service delivery, the client experience, and other evaluation activities are shared with relevant stakeholders in a meaningful and accessible way.


Support for Students:

  • Provides support and ongoing learning opportunities for students and field instructors.

Client Data Support:

  • Participates and guides ongoing data quality improvement work. Supports and collaborates with relevant work group initiatives to ensure that client and service data is useful for decision-making and user-friendly for staff.
  • Uses our Electronic Client Record System and Reporting system to monitor and support ongoing improvements to the client data base.


Here’s What we are looking for:

1. Post graduate degree at the Master’s level in the social and/or health sciences, public health, epidemiology, health and/or social services administration with an evaluation/research component or equivalent combination or related education and work experience;

2. 3 to 5 years of experience in managing and conducting research and/or evaluation projects.

3. Strong collaboration skills

4. Demonstrated knowledge of and experience with current evaluation field, especially in program logic models, client satisfaction, performance and quality improvement and process and outcome evaluation methodologies.

5. Strong writing skills, both technical writing and story telling

6. Strong skills in quantitative and qualitative research and evaluation methodologies.

7. Excellent computer skills including a working knowledge of evaluation and research software (SPSS, and MS Office applications).
