Job Description

A well-designed travel document is incredibly secure and allows for efficient processing through a modern border management system. It’s also a symbol of national pride for its citizens and establishes a bond of trust between the nation issuing the travel document and those reading it. We boast a proven track record in addressing document security threats with technological innovations in design, manufacturing, printing, biometrics and smart card technology and our solutions are constantly evolving to counter new and emerging security threats.


As Bindery Manager, you will be responsible for planning through and managing all of the bindery’s operations from start to finish for both domestic and foreign passports. Problem solvers will enjoy the many challenges that come with being tasked with improving manufacturing performance and quality while maintaining the security of the product and the safety of production personnel. Your success will be determined by your ability to achieve and exceed the following objectives:


  • Gain an understanding of the production personnel and their current abilities. Perform a skills gap analysis and recommend, delivery and document training that will develop a fully cross-trained production team that can be deployed across departments.
  • Participate in ISO Quality, Health and Safety, and Environmental reviews and ensure compliance with all required standards.
  • Set daily performance targets and measure and report (via dashboards) on all production metrics (performance-to-standard, make-ready time, down-time, etc.) and communicate on a daily/weekly basis to the Plant Manager as well production personnel. Engage the production team and provide motivation and plans when performance standards are not being met.
  • Pro-actively liaise with other production managers to develop joint-resource allocation plans that fully utilize available production personnel across departments and plants.
  • Familiarize yourself with the production equipment, materials and personnel and understand what equipment to run based on the availability of trained staff while maintaining production schedules. Develop staffing plans and coordinate with materials coordinators to ensure all required materials are available to meet production forecasts and delivery schedules.
  • Apply lean manufacturing principles to assess existing processes, measure lost productivity and make recommendations for improvement that directly impact performance-to-standard and quality. Work with Quality Control and Value Stream Teams to develop specific action plans that address and reduce spoilage.


Our ideal candidate has 3 - 5 years of experience working in a high-volume manufacturing environment (unionized a plus), a strong mechanical background and is proficient in MS Office. A degree in Engineering or Business, process improvement certification, and experience with an ERP will all be considered assets. Eligibility for Government of Canada Secret Level clearance is a must.
