What you can expect in a typical day:


We have an exciting opportunity on our Supply Management team to fill the role of Manager of Turnaround Contracts and Procurement. In this role you will lead our Turnaround Procurement team based at our refinery in Saint John, NB. You will work in collaboration with the contract and procurement teams and use your project management expertise to ensure cost effective and timely delivery of materials, equipment, and services for turnaround events.


The Turnaround Contracts & Procurement Manager is a leadership position that has responsibility and accountability for performing the leadership, behavioural, and functional requirements according to the competency framework in the areas of planning, reporting, contract management, category management, purchasing policies and methodologies, change management, contract law and management, negotiating, consulting, and project management. This position is required to be present on site amongst construction and project management staff and, during a turnaround event, will be required on site for extended hours.

Your Roles And Responsibilities


  • Support the expediting of materials and equipment as required ensuring timelines are met
  • Support the development and implementation of strategies for competency development in all areas of responsibility including Strategic Sourcing, Contract Management, Supplier Management, P2P Process Improvements
  • Manage multiple stakeholders across a broad category base with competing business priorities
  • Function as a part of the Turnaround core team providing overall Supply Management direction
  • Work with Materials Management team to identify critical equipment and surplus material deployment plan
  • Develop and implement KPIs to drive continuous improvement in driving business value and productivity
  • Lead tactical procurement activities ensuring timely delivery of materials, equipment and services for turnaround events
  • Lead mentoring, learning, and coaching with members of the team
  • Support the development and implementation of all related policies, processes and procedures
  • Provide on-site support to the business and contractors in advance of and during the turnaround
  • Maintain a SM action/issue log and registry
  • Responsible for developing and executing communication and reporting protocol to ensure all groups are provided with timely and relevant updates
  • Liaise with SM Category Managers to ensure SM deliverables are met
  • Participate in post turnaround learning teams representing SM
  • Hold SM Turnaround Contracts & Procurement Team members accountable to deliver on contracting and procurement strategies and all other SM deliverables
  • Lead the development of turnaround contracting and procurement strategies in collaboration with SM Category Managers and Turnaround Planning and Execution teams
  • Engage with business customers to monitor and resolve any issues with the Supplier delivering the defined scope of services or supply of goods
  • Hold Safety as a core value
  • Support the development and implementation of processes to track and report on opportunities and results achieved and that will demonstrate measurable results that improve over time
  • Support the implementation of systems and processes which support collaboration and team effectiveness
  • Liaison with Turnaround team and Project Controls to ensure contract compliance and budget management


Professional Skills


  • Turnaround Contracting & Procurement Strategy – lead, develop, communicate, manage, and execute
  • Experience in IQNavigator and Oracle is an asset
  • Ability to read, interpret, and translate engineering drawings and specifications in order to author, institute, and manage execution plans and/or contracting strategies.
  • Reporting – lead development and implementation of relevant reporting to SM Management and Project Management Teams.
  • Supply Management Policies, Procedures and Methodologies – identify and develop improved supply management methodologies, processes, policies, and procedures
  • Change Management – support and implement change management process and use change management tools & strategies at peer level
  • Negotiating – participate in negotiation strategy utilizing best practices
  • Strategic Sourcing – in depth knowledge of principles
  • Contract Law and Management – encourage, support, and communicate the knowledge of contract laws and management
  • Experience in a turnaround environment or other similar high paced work environment is an asset
  • Consulting Skills – ability to quickly identify critical aspects of issues, creatively use data sources, structure complex analyses, develop recommendations, and sell to stakeholders
  • Project Management – ability to establish projects, provide structure and articulate goals
  • Logistics experience is an asset
