General Accountability
Implements and manages assigned project(s) from inception to completion, in accordance with scope, budget, schedule, and quality assurance requirements. Plans, designs, procures and oversees resources and delivery. Acts as the TTC's representative.
Key Job Functions
- Initiate project reviews with stakeholders on a regular basis and implement necessary scope, budget and schedule changes. Review and comment on various legal agreements that the TTC enters into with third parties.
- Ensure that development and/or projects comply with the TTC’s Developers Guide and operating, legal, and construction standards, and does not adversely affect the TTC’s subway structures, stations, other facilities, operations or services.
- Prepare and present project updates to senior management, Commission, City and other officials.
- Prepare detailed plans/schedules of implementation activities.
- Ensure all requisite documentation required to plan, co-ordinate and implement project is completed.
- Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.
- Direct the activities of staff and their performance and co-ordinate with in-house construction staff from other sections and departments and external contractors.
- Manage a number of multi-year, multi-million-dollar Capital Communications projects including design, construction/installation, supply and commissioning of industrial systems equipment.
- Review all project schedules to identify conflicts for resources between projects and mitigate and adjust schedules/milestones based on project priorities. Ensure project staff adheres to all corporate and departmental policies and standards.
- Participate in the TTC's Customer Service Ambassador Program
- Coordinate with other group/department project managers to identify Communication Engineering resources and coordinate scheduling of projects requiring support of communications engineering.
- Directly supervises other Project Managers and the Communications Engineering Construction Inspection team.
- Prepare and present project scope, justification and budget to relevant stakeholder as to obtain project approval.
- Co-ordinate the project identification, development, scheduling and justification with the appropriate department responsible for the operation of the facility/equipment and/or system client.
- Prepare daily or regular reports as required ensuring timely reporting of performance results and/or sensitive issues to the Supervisor or other management as appropriate.
- Work with TTC’s corporate PfMO and Operations PfMO to develop better corporate wide project management within the TTC.
- Direct the selection of in-house staff/consultants and their performance in the provision of preliminary design, detailed design and construction review, management, and/or supply of contract administration management services.
- Develop and update specific Communications Engineering’s Project Office policies and procedures for project initiation, procurement, implementation and closure.

Education and Experience
- Requires certification as a Project Management Professional (PMP)
- Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
- PEO designation from the Professional Engineers of Ontario is an asset
Additional Requirements
- Sound judgement; highly developed management, organizational, interpersonal, oral and written communication skills; excellent analytical and problem solving skills.
- Comprehensive knowledge of business administration, fiscal and human resources policies and legislation/regulations regarding safety, human rights, employment, etc.
- Ability to prepare and interpret complex reports, recognize problems and evaluate solutions.
- Knowledge of computer based controls, network communications and systems design.
- Demonstrated ability to negotiate and mediate for the successful resolution of contract claims.
- Demonstrated ability to manage and work with multi-discipline teams, deal with complex issues and maintain effective working relationships.
- Comprehensive knowledge of communications design principles, communications test principles and construction management principles and practices, construction contract law, construction methods and processes, contract administration and construction inspection, and knowledge of the Construction Lien Act, Occupational Health & Safety Act and Regulations, and local trade and TTC union contract rules as applied to the construction industry.
- Familiarity with computers and computer based techniques and applications related to the work.
- A valid Province of Ontario Class G driver's licence.
- Thorough knowledge of current communications engineering principles and practices combined with comprehensive knowledge of project management principles and practices, including familiarity with conceptual planning, and current scheduling and expenditure analyses systems.
