The Roberts Bank Terminal 2 (RBT2) project is a marine container terminal in development on Canada’s west coast led by the Vancouver Fraser Port Authority. RBT2 will play a critical role in supporting Canadian importers and exporters who increasingly want to trade with economies around the world. This project involves the construction of a new three-berth marine container terminal at the Port of Vancouver in Delta, British Columbia. The terminal will be located in deep, subtidal waters to minimize environmental effects and is funded by a combination of the financially self-sufficient Port Authority and private investment.
The Manager, Program Management is responsible for developing and implementing best practice program management practices on the Roberts Bank Terminal 2 Program. This position provides guidance and coaching to the department’s project managers and across RBT2 Program, and identifies, recommends and implements project and program management governance and process improvements.
The Manager, Program Management Will
Project Management Strategy
  • Ensure the timely preparation of status information using a central project management repository.
  • Establish and manage cost, schedule and performance for assigned projects and programs
  • Provide project and program management expertise to project teams throughout the VFPA.
  • Provide recommendations to refine the VFPA project management strategy, processes, tools, and techniques, and implement.
Projects and Programs Implementation
  • Manage the consultant and sub-contractor selection process. Manage contract preparation and negotiation, execution, and final acceptance of deliverables.
  • Lead assigned projects to ensure delivery achieves project objectives, and completion occurs on schedule and within budget.
  • Identify and manage risks and issues, and cross-project dependencies.
  • Develop and implement program management best practice governance, processes and procedures, tailored to the unique needs of the Roberts Bank Terminal 2 Program.
  • Develop training materials and provide training and mentoring to VFPA staff across the RBT2 Program, to support successful implementation of project and program management best practices. Including suitable consideration of people change management.
  • Expedite resource, planning and execution issues to the Senior Leadership for timely resolution.
Leadership and Management
  • Demonstrate health and safety leadership through visible actions, participation in health and safety initiatives and conducting regular safety conversations with your employees. Ensure employees have appropriate resources, tools, training and education to conduct their work in a safe manner.
  • Represent VFPA in negotiations, at conferences and conventions, and in the media as required, ensuring clear communication of the business strategy and key messages, and the presentation of a positive and professional image of the business.
  • Participate as a member of various management and inter-departmental teams in the planning, implementation and management of business initiatives
  • Articulate and live the VFPA culture and values, set an example by modelling the required behaviours and hold others (staff and peers) accountable for their actions by identifying and acting on behaviour which is inconsistent with agreed standards and values.
  • Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Liaise with Human Resources to ensure the effective selection, training and performance management of staff.
  • Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision.
  • Manage the team, ensuring that they are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed.
  • Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities.
Education & Experience
Appropriate university degree and a minimum of 5 years’ experience, at a management level, in managing complex, multi-stakeholder, technology and process improvement projects and programs, or an acceptable combination of education and experience. Preferably experienced in managing projects and programs involving supply chain, port operations, and extensive change management. Must have thorough working knowledge of all areas of project and program management in a variety of contexts, with an emphasis on change management and customer satisfaction. PMP certification required.
SPECIFIC COMPETENCIES
Must have excellent leadership qualities and management skills. Must possess excellent communication and public speaking skills to effectively interface with all contacts including all levels of business, government and the public to represent VFPA as a world-class port. Must have a strong customer service orientation while managing a breadth of responsibilities. Must also demonstrate effective decision-making, planning and initiative, while fostering the development of all of these competencies in VFPA’s emerging leaders.
