Human Resources Services is currently looking to staff the Manager, Pay and Benefits position.
The Manager, Pay and Benefits is accountable for the development, implementation and continuous improvement of a business strategy and operational framework for comprehensive pay and benefits services to Members of Parliament and their staff, House Officers and their Staff and all House Administration employees. Leading a team that provides high quality services to its clientele, the Manager is highly strategic in focus. He/she provides leadership, technical and operational expertise in the development and ongoing enhancement of performance excellence models, including policies, procedures and programs, and performance indicators. The Manager represents the House of Commons in discussions and negotiations with key partners, including Treasury Board, Public Works and Procurement Canada; and leads, motivates and develops the Pay and Benefits team.

Education:
- A university degree from a recognized institution in a related field (e.g. Business Administration, Commerce, Finance) or an acceptable combination of education, training and relevant experience.
Experience:
- Experience at executing and driving change;
- Experience contributing to the development, implementation and continuous improvement of a business strategy and service delivery framework;
- Experience in developing client service models and in creating and fostering a client-focused environment that supports the delivery of high-quality services.
- Experience leading, motivating and developing a team;
- Extensive experience in Pay administration;
- Experience in providing expert strategic advice to senior management;
- Experience in the management of change within the organization and in the leadership of cultural shifts and transitions;
Assets:
- Experience in researching, designing and implementing leading edge human resources and/or pay processes and systems;
- Experience managing projects and strategic initiatives involving various stakeholders.
