The City of Victoria is seeking an experienced and visionary professional to join the Community Planning team as a Manager of Housing. This is an exciting new role that will lead a team of six (6) skilled planners and work collaboratively with other City departments, stakeholders and the community to help meet Victoria’s current and future housing needs. Position Summary


Under the direction of the Assistant Director of Community Planning, the Manager of Housing advances Victoria’s housing program to meet the community’s long-range housing needs across the housing continuum. With the objective of achieving a diverse range of housing supply, the Manager is responsible for making recommendations on the development and implementation of housing policies and strategies and supporting operations that facilitate affordable housing developments and support community well-being.


Under the direction of the Assistant Director of Community Planning, the Manager works with external government agencies, organizations, and housing providers to ensure policy and program alignment, and collaborates with other City departments that play a role in housing development to ensure broader City objectives are achieved. The Manager uses their skills in problem-solving, cross-disciplinary communication, effective listening, and stakeholder relationship-building to ensure the success of Victoria’s housing program.


Major Accountabilities


Housing Policies and Strategies


  • Provide professional advice, prepare reports with recommendations, and make presentations to senior management and Council on housing policy.
  • Oversee research, determination of annual housing targets, data collection, monitoring and reporting to support new housing policy development and adaptive management of existing policy frameworks.
  • Manage development of engagement strategies to support housing initiatives.
  • Support regulatory initiatives to improve housing supply, diversity, and affordability.


Housing Operations


  • Collaborate across City departments on affordable housing projects, including strategic land acquisition initiatives and supporting development application reviews.
  • Manage housing programs, operations, and services, including affordable housing grant and incentive programs and tenant assistance.


Government and Housing Providers


  • Work with and liaise with external organizations on regional and local housing matters and initiatives, including other government organizations, housing builders and service providers.


People Management


  • Represent the employer by recruiting, selecting, developing, mentoring, and assessing staff.
  • Oversee consultant selection and management of contractors to support policy development.
  • Manage employee conduct, performance, and attendance, respond to grievances, and create a safe, positive work environment.
  • Manage a team of subject-matter experts on housing and social planning, primarily responsible for the development and implementation of housing policies and strategies.


The role also performs additional related activities, including coordinating responses to housing-related inquiries from the public and Council.


Qualifications


  • Membership or eligible for membership in the Canadian Institute of Planners
  • Six (6) years of progressively responsible leadership experience, preferably in a municipal urban planning and policy setting
  • Demonstrated experience in the leadership, management, and development of large and diverse groups of planning professionals, preferably within a unionized environment.
  • Master’s Degree in Urban Planning or a related field


Work schedule Monday to Friday (35 hour work week)


Pay Band 6 ($117,732.82 - $138,510.41) (under review)
