Job Description
The Opportunity


The Leader, Digital Innovation creates the practices for the organization to mobilize and amplify innovative thinking and to advance Technical Safety BC’s digital product strategy. Responsible for development and scaling of digital products to market success and in leading best practices in digital experience. Responsible to lead and deliver research and methodologies, prototyping and crowd sourcing for potential avenues of discovery to address complex, cross-cutting enterprise risks and build future thinking on the organizational business model through a collaborative, networked approach with internal and external parties.


Status: Regular Full-Time, Excluded


Pay Grade: 19 ($102,550 - $138,345 annual base salary)


Location: Open to various regional offices across BC


Reports to: Director, Product & Market Leadership


In This Role, You Will Lead


  • Organizational Leadership & Behaviour Change: Models leadership behaviours that support the engagement of employees and drives culture and change management initiatives. Manages, develops, and coaches direct and indirect team members, conducting ongoing performance management and succession planning. Continues to evolve the internal innovation centre of excellence to provide foundational support to other departments in developing their own research and innovations and integration into the Technical Safety BC Innovation dashboard.
  • Employee Management/Employee and Labour Relations: Manages, recruits, and selects employees, including interviewing applicants and determining who will be hired; plans, assigns, and monitors employees’ activities; initiates and applies corrective performance measures, including counselling, training, and disciplining employees up to and including suspensions from employment, as well as recommending more serious disciplinary actions, including termination of employment. Provides input on relevant employment and labour relations; interprets and applies the provisions of the collective agreement pertinent to employees; represents the employer at the first step of the grievance procedure in grievances dealing with employees he or she manages. Identifies issues relevant to employees in the collective agreement to be addressed in negotiations and proposes appropriate changes to the collective agreement. Develops and administer work and performance measurements, and standards for employees; manages employee leaves, ensuring adequate coverage; appraises the volume of employees’ work and redistributes as needed.
  • Strategic Partnerships: Plans and leads reviews of current and emerging technologies and innovation practices to bring new ideas to the organization and support the development of a culture of innovation. Implements strategies to collaborate with external stakeholders, government peers and other private entities within and outside of British Columbia in exploring technologies to promote shifts to innovative safety programs. Actively develops relationships with universities, private entities, and innovation hubs within and outside of British Columbia to increase companywide exposure to new partners for data insights, researching for future technology applications and overall learnings.
  • Digital Product Strategy: Develops and leads the digital product strategy in collaboration with organizational leaders that supports Technical Safety BC’s vision, values, strategy, and business plan. Builds relationships to ensure an integrated and seamless end-to-end digital experience. Systematically contributes digital intelligence (data and analysis) back to the organization to deploy and improve product design, policy development, and Go-To-Market plans. Identifies and leverages best practices and emerging trends and focuses on continuous learning to ensure ongoing effectiveness. Prioritizes the work of the team, using a documented framework that supports transparency and builds trust. Determines success measures, sets targets and reports regularly on the progress against goals.
  • Innovation Leadership: Delivers organization wide leadership through collaboration, experimentation and providing inspirational leadership towards our future business model. Organizing and developing cross-departmental teams, overseeing and/or conducting research and analysis, recommending actions, and developing implementation plans for strategic outreach. Communicate broadly through events, presentations, and internal channels the innovation strategy and development. Lead the creation of new and potentially disruptive approaches and methodologies to increase speed and scalability of innovation testing and the subsequent change management activities to ensure successful implementation.


Knowledge, Skills & Experience You Have


  • Relentless focus on, and empathy for, how people experience and interact with Technical Safety BC.
  • Demonstrated ability to develop creative solutions to meet organizational needs.
  • Ability to translate highly technical information into visionary statements aligned to the overall company strategy.
  • Master’s degree in Technology Management, Engineering, Data Science, Computer Science, or related discipline is preferred.
  • Ability to inspire change, lead, and influence others.
  • 10+ years’ experience in technology or product innovation with 3-5 years’ leadership experience.
  • Expert level background in developing and leading research methodology and its application in practice.
  • Strong leadership, management and coaching skills, and the ability to lead cross functional teams to achieve strategic objectives, preferably in a unionized environment.
  • Demonstrated ability to translate data into insight, recommendation, and action to continuously improve user experience.
  • Excellent communication, facilitation, and interpersonal skills.
  • Expertise in relationship building, specifically with post-secondary, technology organizations and innovation peers on a global scale Ability to assess the digital landscape and the complexity, market readiness and applicability of new technologies against the risks of the organization.
