Detailed Overview


Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families.


Provides information and data management expertise and analytical support for health assessment and disease surveillance functions. Partners with members of the Population Health Observatory and across Population and Public Health to generate and disseminate appropriate health information.


Responsibilities


  • Maintains the Population Health Observatory geographic content, including the Community Health Atlas, the Census, health, forward sortation area (FSA) and neighbourhood boundary files, and the environmental, transportation, health and other shapefiles and geodatabases; liaises with external partners such as BC Stats, BC Ministry of Health, and local governments to acquire spatial data.
  • Facilitates the preparation of data requests by performing duties such as extracting, linking, manipulating, analyzing, and summarizing data at the request of internal and external partners such as medical health officers, directors, managers, and community partners for the purposes of program planning, quality improvement and performance measurement.
  • Provides Manager, Population Health Observatory with budgetary costs for GIS related expenses such as software and data licensing, hardware upgrades, and training/education.
  • Performs data management and preparation activities, including data extraction, data cleaning and documentation; develops and maintains data collection and storage systems such as databases and spreadsheets, including designing ad hoc reports; automates routine data management tasks using standard programming tools including structured query language (SQL); partners with relevant stakeholders to ensure reporting needs are met for assigned databases.
  • Plans system development, enhancement, and maintenance by performing duties such as evaluating existing and emerging data collection/analysis technology; executes project plans for implementation in a timely manner.
  • Prepares and maintains documentation and reports such as user guides, data collection procedure manuals, metadata, code documentation, data security policies and data dictionaries.
  • Acquires data from accessing on-line resources, requests data from other departments, regional, provincial and national agencies; assists as needed with the gathering and entering of data from health units and other frontline teams to ensure data collection and entry are complete.
  • Supports data security by assigning and deleting access for various applications and network file systems. Ensures the secure transfer of confidential data to authorized stakeholders.
  • Supports the epidemiologists in analysis of surveillance data for the preparation of reports and advises on data quality and data limitations for analytic purposes. Performs quantitative data analysis using descriptive and statistical methodologies, statistical software (e.g. SAS, R), and coding; automates routine analyses using standard programming tools; consults with epidemiologists and biostatistician to validate content and methodology of statistical reports.
  • Collects and collates regional health assessment and surveillance data; uses analytic reporting tools to retrieve data, design reports, and summarize health information; maintains routine surveillance reports and outputs; develops and produces regular and ad-hoc reports of key performance indicators that monitor trends and healthcare utilization to support decision-making.
  • Participates on internal and external committees, as necessary, including provincial GIS committees such as the Health Authority Geographic Information System Committee; and liaises with the committee to communicate geographic and spatial data issues related to health assessment and surveillance with other jurisdictions.
  • Maintains Population Health Observatory SharePoint site and departmental content on the intra/inter-nets. Recommends and implements changes to, and development of, websites and website content.
  • Uses ArcGIS, ArcCatalog and other relevant spatial software to create, organize and maintain geographic maps; uses cartography, geoprocessing, geocoding, vector and raster mapping, spatial joining, spatial editing, and Python and VBScript coding to conduct geospatial data analysis and create GIS maps; maintains appropriate metadata and documentation to describe maps, spatial analyses and processes and shapefiles; uses GIS maps, geospatial analysis, and spatial epidemiology of disease and its risk factors to assist in public health planning and evaluation, disease surveillance, outbreak investigations, and emergency preparedness.
  • Supports the analysis and dissemination of information through the development of data visualization products. Ensures that the right tool and type of visualizations are used to draw insights for different analytical scenarios.
  • Monitors and ensures quality and integrity of data from various public health information systems; advises about any identified data issues to ensure that data used for analysis or distributed to stakeholders is of the highest quality. This includes identifying inaccurate data and following up with data entry staff on missing, erroneous and duplicate data and correcting data errors in a timely manner. Documents and updates the processes for these procedures.


Qualifications


Education and Experience


Bachelor's Degree in Health Informatics, Health Sciences, Statistics or related field, plus three (3) to five (5) years' recent related technical experience with health information and data analysis or an equivalent combination of education, training and experience.

Salary range


The salary range for this position is CAD $31.53/Hr. - $45.32/Hr. / hour
