Job Summary
The UBC Department of Radiology provides postgraduate medical training in Diagnostic Radiology and the residency subspecialty programs in accordance with the Royal College of Physicians and Surgeons of Canada (RCPSC) Competence by Design (CBD) training program. The program spans multiple training
sites and is distributed to clinical academic campuses and affiliated regional centres across the province.
The Education Programs Manager is responsible for providing operational leadership to the residency programs in the UBC Department of Radiology. This includes managing strategic change and project management, developing shared resources, facilitating the sharing of best practices, ensuring compliance with accreditation standards and supporting competence by design. The Education Programs Manager ensures that all training meets or exceeds the Faculty of Medicine (FOM) and national policies, accreditation standards, and curriculum guidelines.
This position is expected to manage and oversee a variety of ongoing, annual and one-time projects and activities within the Department’s residency programs including managing complex issues and providing advice and/or recommendations to faculty, learners and other stakeholders in resolving routine and non-routine situations.
Organizational Status
The UBC Faculty of Medicine Department of Radiology educates students at the undergraduate, graduate and postgraduate levels, and pursues research to make innovative advancements in knowledge and practice to improve health. The Department consists of more than 300 radiologists, fundamental scientists and educators and has over 20 administrative, research and technical staff.
The Education Programs Manager reports to the Senior Administrative Manager and works closely with the Residency Program Directors.
The Education Programs Manager is required to work autonomously with minimal managerial
direction and provides supervision to the residency administrators.
The Education Programs Manager is responsible for building relationships with appropriate faculty and staff, liaises with the Postgraduate Medical Education (PGME) Dean's Office and with other program
managers within the Faculty of Medicine (FoM).
This position corresponds with outside agencies, such as the Royal College of Physicians and Surgeons
of Canada (RCPSC); the College of Physicians and Surgeons of Canada (CPSBC); administrators from UBC-affiliated hospitals and other institutions and Programs.
Work Performed
  • Leads the creation and maintenance of processes to review, develop and update policies, practices, and protocols to ensure the Department’s education programs adhere to Royal College accreditation standards, Postgraduate Medical Education and Faculty of Medicine policies.
  • Ensures all program related communications and materials are updated.
  • Provides operational and administrative leadership and oversight of the residency programs while fostering a respectful, supportive and productive team.
  • Provides leadership to the Program Directors and Program Administrators regarding the education program budgets, educational grants and teaching payments in the residency programs.
  • Provides leadership and oversight to Program Administrators in the preparation of documents, reports and compilation of materials for Competence Committees and Resident Program Committees and shares best practices across department committees.
  • Collects and analyzes data related to the educational programs and generates action plans to determine best practices, effectiveness, tracking progress and dissemination.
  • Oversees the compilation of evaluations for faculty members.
  • Works with MEDIT, PGME and RCPSC to ensure efficient and effective use of information technology.
  • Provides oversight to the Program Assistants for the annual Canadian Residency Matching Service (CaRMS) application process ensuring that best practices and efficient tools and technology are in place.
  • Participates as a member of the Residency Education and Competence Committees. Attends PGME and other related residency education committees and meetings.
  • Defines the priorities and associated timelines to achieve milestones related to Competence Based Medical Education (CBME), accreditation, and special projects and ensures they are managed appropriately, in conjunction with the Program Directors and Program Administrators.
  • Collaborates with the Senior Administrative Manager and FoM Finance in planning the residency budgets and budget forecasts. Reviews and approves all residency expenses in adherence to PGME, financial and procurement policies and guidelines.
  • Acts as a resource for complex issues and provides information, guidance and advice to medical students, residents and faculty as needed and appropriate.
  • Oversees the accreditation process for external and internal reviews of the residency programs. Provides leadership to the Program Directors and Program Administrators with all administrative aspects of the reviews, including preparation of documentation, quality control and deadlines.
  • Manages education related special projects and change management initiatives for the Department of Radiology.
  • Resolves issues related to accreditation and CBME on behalf of Program Directors and Program Administrators including routine follow-up of outstanding Entrustable Professional Activities.
  • Performs other duties as required.
  • Ensures programs are compliant with maintaining records in accordance with PGME and UBC’s records management policies and guidelines.
  • Manages the Program Administrators including regular performance reviews, coaching, training, vacation coverage and tracking, team building, hiring and termination.
Consequence of Error/Judgement
The Education Programs Manager must exercise excellent judgement and initiative to handle matters based on the knowledge of the UBC, Departmental and Royal College policies and procedures ensuring accreditation standards are met. Due to the high profile of the residency education programs, the Education Programs Manager must be able to keep all parties involved, informed and on task to ensure accreditation standards are maintained. The impact of error is high for this position. Errors in judgment and in timeliness and completion of service delivery will adversely affect the funding, reliability, credibility, and continuity of the Department’s residency education activities, jeopardize a Residency Program’s accreditation, and may diminish the reputation of the Department and University. Breaches of confidentiality and security may result in serious clinical and academic consequences.
Supervision Received
The Education Programs Manager reports to the Senior Administrative Manager and also takes direction from the Program Directors.
Supervision Given
Manages the program administrators and may supervise temporary staff or students as needed.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience.
