Job Description

The Rental Protection Fund Society is a non-profit society whose purposes are to facilitate the acquisition, stabilization, development, renewal, and retention of real estate assets in British Columbia to support affordable rental and cooperative housing. The Society is governed by the Aboriginal Housing Management Association (AHMA), BC Non-Profit Housing Association (BCNPHA) and the Co-operative Housing Federation of BC (CHF BC) - and the Province of British Columbia has provided an initial investment of $500 million to provide capital grants to non-profit housing organizations so they can purchase rental buildings and ownership co-operatives available for sale.


THE OPPORTUNITY AND ROLE:

The Rental Protection Fund is looking for a proactive, impact-driven leader to serve as a member of its Leadership Team, lead its Fund Delivery & Impact Team, which will be responsible for the Fund’s application process, from engagement, application, pre-qualification, administration and reporting, foster community housing sector engagement, and advance the ongoing impact of the Rental Protection Fund. It is one of the organization’s most impactful leadership positions and plays a vital role in the successful, equitable and impactful delivery of the Fund by refining - and creating, where necessary - the structures, policies, and systems to manage applications, engagement with non-profits and partners, and measure impact and efficiencies. The ideal candidate will be an analytical, entrepreneurial and empathetic leader, committed to the mission of the Rental Protection Fund.


Fund Delivery

  • Webinars and other engagement tools, particularly during initial launch of the Fund
  • Creative utilization of engaging materials, graphics, and other tools to distill complex concepts
  • Implement and facilitate a robust RFP/Acquisition Proposal Process for pre-approved applicants, process upon initial intake for analysis and review, and upon approval by the CEO following recommendation by the IAC, facilitate administration of the contribution documents with successful applicants.
  • Equip community housing sector applicants with resources to support their submission of a thoughtful application and support their long-term success by equipping them with a thorough understanding of the Fund through:
  • Implement and facilitate a robust RFQ/Pre-Approval Process for applicants to the Fund, including application rollout, education, intake, review and recommendation.
  • An accessible, user-friendly application system


Engagement & Stewardship

  • Serve as a primary point of contact for applicants to the Fund.
  • Serve as a trusted and effective representative of the Fund across the Community Housing sector and play an active role in ensuring that the fund is ensures that the Fund is widely regarded as a reliable, affordable housing solution by governments, the public and other community stakeholders
  • Utilize data sources, partners and technology to provide applicants with impactful tools, market data and other systems to support their acquisition and application process
  • Champion a Provincial Urban, Rural and Northern Indigenous Housing Strategy as a long-term vision for ensuring housing affordability and security for urban Indigenous people in BC.


Impact

  • Lead the development and delivery of all internal reporting, including all Interim & Annual Reports to the Province of British Columbia, and Board and Investment Advisory Committee reporting as applicable.
  • Utilize impactful reporting to support thorough consideration of Acquisition Proposals by the Investment Advisory Committee and oversight by the Board of the Fund’s Acquisition Targets
  • Work with the CEO and through the CEO, the Board to review, refine and reflect key impact metrics associated with the Fund, and the criteria for determining eligible applicants, properties, and for evaluation and consideration of proposals
  • Play an active role in the communications strategy for the Fund
  • Identify data needs & opportunities for reporting, applicant market analysis, and impact narratives, and implement the infrastructure to distribute and/or capture this information during application, intake and reporting. Leverage tools and partnerships to further the impact of the Fund.

  • Support and cultivate an authentic and inclusive culture that values diversity of thought
  • Manage and mentor a team who will work collaboratively and creatively with you to deliver on the goals, commitments and obligations of the Fund, as well as establishing performance goals and supporting professional development.
  • Work closely with the CEO and CFO to ensure that necessary internal controls, policies, procedures and systems are in place to maintain the Fund’s compliance with all applicable guidelines, obligations and agreements.
  • Contributes to the strategic development of the Fund, reports out on top-line metrics to the CEO and board, and develop and implement the operational plan with other members of the Leadership Team (CEO, CFO, Director FD&I)

EDUCATION & EXPERIENCE

  • Bachelors Degree. Preference for Policy, Planning, Geography, GIS, Political Science or similar
  • Knowledge of current social, economic, political, demographic factors, issues or policies affecting the affordability crisis across the housing continuum
  • 7+ years of relevant experience
  • Interdisciplinary housing sector experience an asset (public/private/non-profit), policy or legal experience/exposure an asset


COMPENSATION AND WORK REQUIREMENTS

  • This is a strategic leadership role and is budgeted to pay competitively within the sector, depending on experience, in addition to excellent benefits and RSP matching.
  • If necessary, the ability to work outside of this role’s regularly scheduled workweek (i.e., evenings and weekends when required)
