Why is this role important?
The Senior Analyst, Master and Reference Data Office (MRDO) is part of a matrix team responsible for defining and implementing an enterprise-level vision and strategy to enhance master and reference data capabilities for operational, analytical and reporting needs with a focus on key master data domains (e.g. geography, population, organization, and client).
This position focuses on the analytical and core operational activities of the department across master and reference data domains including: support for migration and streamlining of existing programming code for master data operational activities (e.g. regular updates to master data such as client or geography files, client support, education), and support for components of the master data program of work (e.g. standards development, support of corporate data projects like Hub and the Organ Donor and Transplantation project).
What you'll do
1. Conducts data management activities including writing and updating statistical code required for the development, computation, analysis, and/or verification of key deliverables related to master and reference data domains. This could include statistical analysis and data management projects related to annual master data updates.
2. Supports the development of coding best practices and migration of existing analytic code to python language and participates in peer-to-peer code review.
3. Performs support activities (incl. creating/enhancing usage guidelines, standards and documentation) in order to establish single corporate stewardship and accountability for data domains (e.g. for a role with a geography focus this would be related to geography information at CIHI such as Statistics Canada’s PCCF/PCCF+ files and CIHI’s Geography Dimension).
4. Participates in the design of test strategies/test cases, develops code and scripts and provides analytical support to ensure accurate and comprehensive testing of upgrades and enhancements to master data solutions and downstream systems.
5. Collaborates with program areas to gather requirements related to the management and use of MRDO domain data (organization, geography, population, client) and works with the Data and Information Governance Committee and Stewardship Council to establish and implement priorities.
6. Develops and maintains knowledge of CIHI’s data holdings and corporate master data sources including geography dimension, OI, client, & population data, CRM, Access Management System (AMS) and analytical tools (e.g. Python, Excel, MicroStrategy) used at CIHI.
7. Provides methodological advice and mentoring to other members of the analytical team.
8. Supports proactive planning and implementation of the overall master and reference data strategy.
9. Provides regular updates to the relevant domain stewards Team Lead and Manager, as required.
What you'll bring to the table
• Undergraduate degree in Informatics, Data Science, Computing Science, Mathematics, Statistics, Biostatistics, or a related field (or equivalent experience).
• Three to five years of experience in data analytics activities with experience in analyzing large and complex data.
• Advanced experience using Python to manipulate data and draw insights from large datasets. In addition, experience with R or SAS is an asset.
• Experience with CIHI databases, healthcare data, standards and master of reference data is an asset.
• Strong writing, interpersonal, problem solving and communication skills.
• Excellent planning and organizing skills, with the ability to manage multiple priorities.
• Ability to work independently and under tight deadlines.
• Fluency in both official languages is an asset.
• Ability to meet travel requirements.
