The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.
The Construction Quality Manager (CQM) will be responsible for managing the approved Construction Quality Management Plan and supervising the performance of the quality team and sub-contractor(s). Assisting and checking of personnel, processes, and products to ensure that the works are executed efficiently and effectively in accordance with the project design requirements and ensuring that improvements are implemented.
This includes responsibility for managing in-house (Contractor) or third party (subcontractor) quality personnel and providing oversight and independent inspection and verification of construction contractor(s) quality control processes, and documentation of all construction activities.
Monitoring and inspecting of construction activities and advise the Top Management on quality control and quality assurance issues, such as non-compliance with standards, or potential problems (e.g., technical, legal, or political) that could affect schedule, scope, cost, quality, or safety.
Responsibilities:
- Supports the construction roles in the management and control of subcontractors.
- Review of Project Specific Procedures, Method Statements and Inspection and Test Procedures and Plans, checklists, etc.
- Approval of Sub-Contractor Project Quality Plans
- Co-ordination of investigations of Non-Conformances and proposed corrective actions.
- Assist towards issuance of Welding Procedures (WP).
- Evaluates the qualifications of welders and Non-Destructive Test-NDT technicians regarding the activities assigned.
- Execution of the Quality Management System as outlined in the Construction Quality Plan.
- Liaison with EoR and Client on Quality related matters.
- Supports the Welding & Non-Destructive Test-NDT qualification activities.
- Understand best practices of job set-up and management,
- Together with the Quality Director, assess the implementation of the Quality Plan and Quality Control Plans on the site.
- Monitor and report on the Project Team’s compliance with the Project Quality Plan, nominated specifications and field quality control procedures
- Allocates Quality Control personnel to the various areas of site activity.
- Promote quality achievement and performance improvement throughout the project.
- Submission of quality records to the EoR and/or Client.
- Coordinates the relevant Tracking Systems for correct identification of materials and inspections.
- Supervises the correct equipment calibration management activities.
- Supervises inspections, reports and the documentation issued by inspectors and collect and file the required Quality Records.
- Supports the Construction Director in dealing with the Client for all the Quality matters.
- Supervises inspection of defect renewal and welding.
- Evaluates the qualifications of inspection personnel.
- Supervises the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of Quality Records.
- Cooperate with the project field leads and inspectors to analyses of nonconformities.
- Supports and participate to all the internal/external audits.
Knowledge, Skills, and Abilities
- Possess confidence and ability to execute without significant oversight but having an equal willingness and sense to seek input from supervisors, peers, and company experts when needed.
- Demonstrate the ability to build and manage a cohesive and effective team, with understanding of strengths and weaknesses of team members and using strengths of individuals and group to support the weaknesses.
- Ability to identify and analyze problems and provide solutions.
- Delegate and monitor work and provide constructive feedback.
- Able to oversee timely and fair punch list completion, resolve all “routine” change orders, timely delivery through close out submittals, leaving the customer with a positive view of Company.
Experience/Qualifications:
- Knowledge of CSA and other international Standards. (ASI, BSI, ASTM)
- Skilled in identifying local construction technologies and construction material sources
- Bachelor’s Degree in civil engineering or acceptable combination education and or experience.
- Direct experience in Civil Construction, including tunnelling and/or deep excavation. (Canadian Experience is a plus)
- Minimum 10-15 years’ experience as a Quality Manager in Civil, transportation, subway and/or LRT sector
- Outstanding communication skills
- A keen eye for detail and a result driven approach
- Demonstrated high level organizational, construction inspection, and record keeping skills with ability undertake frequent travel to remote areas
- Excellent organizational and leadership skills
- Coordinate Test Pack preparation and Final Handover documentation activities to ensure smooth handover.
