The Chief Engineer sets the direction and oversees the total operation as it relates to the needs of Brookfield Properties and the tenants of the Exchange Tower. This incumbent will direct, oversee and manage all physical operational functions associated with the building complex, ensuring that the physical property is managed and operated at the highest possible standards in accordance with Owners & Co-Owners goals and objectives through: sound financial management, timely reporting, enhanced tenant and client relations, superior tenant services, promoting tenant satisfaction and retention.

Responsibilities

• Ensure submittal of operational reports monthly including logging and monitoring all meter readings and administering usage and research new technologies that may assist with reduction of utilities and operating costs within the property
• Ensure that all HVAC, Building Maintenance and Operating Systems are functioning efficiently in order to support operating strategies and the needs of the various tenants and stakeholders
• Provide leadership, support, guidance and direction to the unionized operations team on a day-to-day basis. Provide regular feedback, conduct performance reviews and make staffing decisions with oversight from the Manager, Operations
• Review and monitor inventory supply levels, maintain adequate stock while keeping an accurate record
• Manage all time tracking/timesheets and biweekly payroll requirements for the Operations Team
• Maintain the cleanliness of all mechanical and electrical rooms, ensuring all conditions in the building are safe
• Monitor Operations Contract scope and ensure obligations for equipment maintenance such as chillers, heat exchangers, cooling towers, water treatment, boilers, fire alarm system, etc., are completed on time and as per Agreement
• Assist the Manger, Operations with monitoring new tenant construction through physical visits, and review of blue prints, electrical and mechanical drawings submitted by construction department
• Liaise with Tenant Services regarding any requests for services or information from Exchange Tower tenants
• Manage the unionized operations team in accordance with the Collective Bargaining Agreement.
• Manage and review day to day operations of the Operations and Maintenance Department including other projects/contracts assigned by the Manager, Operations
• Monitor operational procedures on an on-going basis so that mechanical, electrical, HVAC, plumbing and life safety systems are maintained in accordance with manufacturer’s standards
• Provide support in emergency situations at the property, e.g. floods, fire alarms, power outages, etc. and respond to after-hours emergency calls.
• Assist the Property Manager and Manager, Operations in the preparation of the annual operational budget for the property
• Conduct regular inspections, supervise and coordinate the repair and maintenance of all building mechanical, electrical, life safety and building envelope systems
• Ensure tenant requests are completed, take corrective measures in completing tenant work orders as assigned and ensure proper completion notes are entered by Operations Team

Qualifications

SERVICE / PERSONAL SKILLS:

• Enjoys fast paced environment and is comfortable in an environment of continual change and constant improvement
• Service driven, professional and courteous with excellent written and verbal communications and interpersonal skills
• Ability to work well under pressure and able to deal with emergency situations as they arise
• Self-starter that can work with minimal or no supervision and is able to work in a multi-tasking environment
• Must be able to work well independently or in a team environment
• Analytical and detail oriented with advanced problem-solving abilities

Experience & Technical Skills

• Minimum 5 years supervisory experience, preferably in a unionized environment
• Solid understanding of chemical water treatment theories and practices
• 7-10 years related experience in building operations in a large office/retail complex
• In depth technical understanding and knowledge of all HVAC, electrical, plumbing, fire/life safety control systems, lighting control, security access with thorough understanding of safety regulations
• Proficient in Word, Excel, PowerPoint, and Outlook

Education/Designations/Licenses

• Post-Secondary education and Building Environmental Systems Operator Class I and II designation or equivalent.
• Degree in Mechanical Engineering or completion of Technical school certification is preferred i.e 4th class stationary engineer, CET, C.Tech. HVAC Tech certification etc.
