Reporting to the Manager, Citizen Services, the Business Planner oversees the departmental strategic planning process and leads the implementation and management of the organization’s change management framework and strategy, while identifying opportunities for process improvements and/or program changes. This position develops information on budget preparation, workforce levels and leads the translation of requirements into strategic planning with authority related to monitoring, review of costs, operational budgets and schedules. This position works with internal and external teams across the province to ensure the services we provide fit with the overall strategic direction of eHealth and meet or exceed business requirements. This position facilitates the development of strategies, plans, roadmaps and business cases in collaboration with eHealth and its partners


Specific responsibilities include:


  • Create actionable deliverables including communication and engagement plans, leadership readiness, employee readiness, training plans, obstacle management plans, and reinforcement plans.
  • Coordinate and support business process improvement initiatives.
  • Coach and mentor senior leaders, cross-functional project teams, and external partners, to develop and apply the change management strategy to their initiatives.
  • Strategic planning and coordination of long-term department vision, including managing all aspects of the planning cycle, including feasibility evaluations, analysis, strategic use of human resources, and budget preparation
  • Plan, develop, implement and manage the program's change management framework and strategy.
  • Implement scalable and easy to understand processes, tools and methodologies that effectively support the change strategy for all organizational, people, process and technology-related changes.
  • Identify potential risks, issues and impediments to progress and develop corresponding mitigation plans.
  • Work with eHealth senior leaders and project leads, as well as eHealth partners, to build and implement customized, structured change management strategies and plans for change initiatives.
  • Identify opportunities for process improvements and/or program changes which directly impact operational budgets, schedules and workforce levels.
  • Coordinate the development and implementation of metrics and KPI’s.


Experience & Qualifications


The successful applicant will have a mix of a strategic mindset, relatable educational background and years of operational experience. They will need to be able to paint the strategic picture for those around them, while understanding the operational nuances that drive the business. Curiosity, and the ability to learn new subjects and apply them into practice will also be critical.

  • Able to communicate complex issues in an effective manner to all levels in the organization, such as senior leaders, clinicians, frontline staff, etc;
  • A conceptual thinker with excellent communication, facilitation, leadership and consulting skills;
  • Ability to integrate objectives, industry trends, technology impacts, product benefits, stakeholder perception, and technology issues to provide leadership on establishing strategic long term direction
  • Able to function in a dynamic environment subject to impromptu changes in schedules and priorities;
