BUSINESS ANALYST Level 08


The Functions a Business Analyst May Be Expected To Perform Include (but Are Not Limited To)


The Business Analyst leads key activities including eliciting, analyzing, validating and documenting business, organizational, and/or Information Technology (IT) operational requirements, and related business rules to determine best solutions to client business needs, plans, and objectives.
  • Develop and establish partnerships with lines of business in order to become fully knowledgeable with their business support systems, issues and processes, including:
  • Work closely with clients and project stakeholders to recommend the best solution(s) to meet the client business needs.
  • Determine the feasibility of business requirements and alignment to business needs.
  • Conduct research, analysis, and testing of new business solutions for possible client use by evaluating new products for their potential to address business requirements, keeping up with current trends, participating in information sessions / seminars, and meeting with manufacturers and service providers.
  • Conduct business analysis and research to determine the integration of the evolving business requirements that will fulfil user needs and increase the efficiency and efficacy of the programs, including: o Liaise with business and technology clients to facilitate the development of the business requirements into solutions.
  • Work closely with the Project Manager to define and execute agreed upon Business Analyst deliverables and scope for assigned projects.
  • Conduct requirements review walkthrough sessions.
  • Develop business requirements documentation such as User Stories and Use Cases.
  • Organize and facilitate requirements gathering sessions with project stakeholders, team members, and end users.
  • Identify current and future needs and developing business plans and strategies for their implementation.


SENIOR BUSINESS ANALYST Level 09


The Functions a Senior Business Analyst May Be Expected To Perform Include (but Are Not Limited To)


The Senior Business Analyst leads key activities including eliciting, analysing, validating and documenting business, organizational and/or IT operational requirements and related business rules to determine best solutions to client business needs, plans and objectives.


  • Develop plans, objectives and time frames for preparing business cases in collaboration with business clients by documenting client requirements, leading development of optimized business process flow, validating the process, validating/simulating the process and defining high-level solution options.
  • Conduct business analysis and research to determine the integration of the evolving business requirements that will fulfill user needs and increase the efficiency and efficacy of the programs.
  • Conduct research, analysis and testing of new business solutions for possible use by clients by evaluating new products for their potential to address business requirements, by reading the trade press, attending conferences and seminars and meeting with manufacturers and service providers.
  • Facilitate Business Case teams to fully document such cases and to obtain approval and funding by developing cost/benefit analysis, assisting clients to identify measurable objectives and benefits, researching documents and options, conducting return on investment studies and discussing operational and technical requirements with clients and senior management.
  • Act as a coach and mentor to junior BA staff.
  • Develop and establish partnerships with lines of business in order to become fully knowledgeable with their business support systems, issues and processes. Identify current and future needs and develop business plans and strategies for their implementation.
  • Support project initiatives that ensure maximum utilization of resources by developing, organizing and maintaining work plans and by controlling budgetary expenditures.
  • Develop business process flows, validating/simulating processes, and defining high-level solution options.
  • Assess the effectiveness of the current programs; investigate and propose solutions by identifying current and future opportunities, developing business plans and strategies for implementation, seeking opportunities to work in collaboration and partnership with other departmental organizations.


Education


BUSINESS ANALYST L08


  • Undergraduate degree and four (4) years of experience**
  • High school diploma and seven (7) years of experience**
  • College diploma and six (6) years of experience**


SENIOR BUSINESS ANALYST L09


  • Bachelor’s degree* and seven (7) years of experience**
  • Education degree: Business, Administration, Commerce, Computer Science or Engineering. Other fields of study may be considered.


The educational program must be from an accredited learning institution recognized in Canada.


If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.


Note: Any higher level of education could be recognized as experience.


Experience


BUSINESS ANALYST L08


  • Experience performing business analysis functions for IT related products, solutions or services.


Candidates Must Also Possess


  • Experience gathering requirements for projects.
  • Experience in the review, development, and application of business process models such as use cases, process maps, and workflow diagrams.
  • Experience with providing presentations to managers and/or senior Executives.
  • Four (4) years of experience working on projects in an Information Management (IM)/Information Technology (IT) environment with technical and non-technical stakeholders in which they were analyzing requirements, liaising with business and technical stakeholders, leading requirement elicitation working sessions, and developing and presenting recommendations/solutions to business partners and senior management.


Assets


An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Assets can help determine right fit in certain circumstances.


  • Experience preparing written communications for technical and non-technical stakeholders at various levels.
  • Experience working with BPMN methodology.
  • Experience working with Agile methodology.
  • Experience working with BABOK methodology.
  • Experience providing analysis, advice, and recommendations related to the implementation of new technologies or applications.
  • Experience working with the Software Development Lifecycle (SDLC).


SENIOR BUSINESS ANALYST L09


  • Experience performing business analysis functions for IT related products, solutions or services.


Candidates Must Also Possess


  • Four (4) years of experience as a Business Analyst working with Information Technology business users to gather and document various types and levels of business needs and user requirements (such as rationale, scope, functional and non-functional requirements).
  • Three (3) years of experience in the development, implementation and validation of business procedures
  • Three (3) years of experience in analyzing requirements, developing recommendations and presenting to management and/or clients for the development of business solutions.
  • Three (3) years of experience performing Business Analysis activities on Enterprise-wide business solutions.

ASSESSMENT PROCESS

Following the initial completion of the screening process, retained candidates will be invited for a written exam that will be used as part of the overall assessment combined with the competency based interview, which will assess the candidate’s experience, knowledge and the competencies listed in the qualifications.
