Business System Analyst – Level 2 REMOTE (AS NEEDED)

Our federal client needs assistance to implement enhancements and betterments within the existing government grants management systems: ResearchNet, Electronic Information System (EIS), and Funded Decisions Database. In addition, DSS provides technical operations support for the Canadian Common CV (CCV), a system to support CV submissions to CCV Network member organizations. The CCV Network is a partnership of federal, provincial and non-governmental research granting agencies. DSS also provides technical solutions to meet internal service needs, such as workflow automation.

The scope of work of the Contract includes, but is not limited to:

• Review proposed solutions and conduct fit/gap analyses to ensure requirements are met
• Ensure documentation is complete, shared with team members, stored in the appropriate repository
• Work with Enterprise Architecture team members, subject matter experts and development team to identify all the needs of a secure and flexible IT environment
• Analyze requirements and information flows to fully understand business or technical change requests
• Review and provide feedback/input to project documents and artifacts produced by others
• Conduct cost/benefit with input from stakeholders, as required
• Conduct and/or facilitate solution and project risk analyses
• Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems
• Facilitate and perform business process reengineering
• Document as-is and to-be business processes and system use cases
• Develop business cases for governance review and approval
• Conduct and/or facilitate solutions options analyses
• Perform business analyses of functional requirements to identify information, procedures, and decision flows
• Coordinate User Acceptance Testing activities
• Prepare executive briefing and decision support materials
• Support and use the selected departmental methodologies
• Provide operations support for existing systems
• Establish acceptance test criteria with client
• Elicit and document business, technical and operational requirements in user story format
• Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems

Mandatory Skills

• Must have a minimum of five (5) years of work experience within the last eight (8) years in performing the following tasks:
• A university degree in a related* business or technology discipline. OR, A two-year college diploma in a related* business or technology discipline and a minimum of 2 years of experience in a related* business or technology discipline OR A minimum of 10 years overall work experience as a Business System Analyst.
• Must have a minimum of six (6) months of work experience in Web Content Accessibility Guidelines (WCAG) 2.0
• Eliciting, developing, finalizing, and documenting business systems requirements, of which 2 years have been documenting in user story format.
• Creating system and/or design specifications.
• Must have a minimum of three (3) years of work experience in facilitating process mapping workshops, documenting outputs, process flows, and managing the review process leading to sign-off.
• Must have 6 months experience working with Agile
