Job Description

Project Manager – Level 2 REMOTE (AS NEEDED)


THIS CONTRACT HAS A TBD START DATE AND GOES FOR 12 MONTHS LATER (50 DAYS)

Our federal client needs assistance to implement enhancements and betterments within the existing government grants management systems: ResearchNet, Electronic Information System (EIS), and Funded Decisions Database. In addition, DSS provides technical operations support for the Canadian Common CV (CCV), a system to support CV submissions to CCV Network member organizations. The CCV Network is a partnership of federal, provincial and non-governmental research granting agencies. DSS also provides technical solutions to meet internal service needs, such as workflow automation.


The scope of work of the Contract includes, but is not limited to:


  • Support and use the selected departmental methodologies
  • Manage multiple simultaneous IT enabling projects using CIHR’s processes and tools;
  • Identify and resolve issues and conflicts within the project team;
  • Obtain formal project sign-off and post-project client satisfaction feedback from project sponsors
  • Prepare briefing notes and present to governance bodies, as required, in relation to projects managed
  • Set and continually manage project expectations with sponsors, team members and stakeholders;
  • Provide regular updates and reports on the progress of projects against objectives, and proactively identify issues arising in relation to project status, resource expenditures or achieving overall project results;
  • Coordinate and facilitate meetings and working sessions with the project team and other project stakeholders at all phases of the project lifecycle to ensure continuous progress and eventual success of the project;
  • Formulate statements of problems; establish procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtain approval thereof;
  • Define and document the goals and objectives of projects; determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team;
  • Develop and maintain an appropriately tailored risk management plan to monitor and mitigate project risks;
  • Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools;
  • Develop project plans and manage allocated project funds. This requires defining work breakdown structures and critical paths, identifying the technical expertise required, estimating the financial and human resources requirements to produce the deliverables and preparing the work schedule;

Mandatory Skills
  • Must have work experience in leading two (2) projects with multi-disciplinary teams. Each project must include a minimum of four (4) of the nine (9) disciplines listed below:
  • Managing project milestones and deliverables as defined in the project plan.
  • Must hold a valid Project Management Professional (PMP) Certification.
  • Must have a minimum of five (5) years of work experience within the last eight (8) years in directing and controlling the activities of an IT project development or maintenance team by performing all the following tasks:
  • Communicating plans, progress and developments to various audiences including senior management.
  • In-Service Support;
  • Developing and maintaining project related documentation such as business case, project charter, project plan, and status reports as well as quality, scope, budget, schedule, risks, and issues management plans.

  • Planning, managing, coordinating, and monitoring project execution and performance.
