Position purpose:


Lead purchasing activities up to $100K, within the Business Unit, including acting as the resource person for planning and operations management. Manage client and vendor relationships and act as an ambassador of best practices, policies, and legislation related to their field.


In this role, your responsibilities will include:


  • Financial Operations: Identify inconsistencies and take appropriate corrective measures to ensure data integrity and compliance with applicable policies and provincial and federal laws.
  • Team Supervision: Hire, supervise and evaluate direct reports, and ensures that they have the training and tools needed to do their jobs efficiently and effectively. Complies with human resources management procedures and regulations. Determine priorities and provide guidance in the attainment of service, operations and individual objectives.
  • Warehousing: Manage the receiving and shipping of supplies and equipment. Monitor any delivery, installations and warranty, ensuring equipment tracking, and purchasing controls and requirements in collaboration with Facilities department. Is responsible for different types of inventories for supplies, assets life cycle and hazardous materials.
  • Client Advisory Services: Act as a communication liaison between the department and all current or new faculty members and management for all purchasing activities. Ensure that accurate and clear information related to purchasing activities is consistently available and updated. Explain and interpret all applicable policies and procedures to improve operational efficiency and ensures compliance with the university regulations. Manage access to the different financial and inventory management systems. Participate in all projects related to purchasing and logistics on behalf of the unit.
  • Reporting and Performance Tools: Provide a variety of reports to management in support of operational planning and continuous improvement. Maintain metrics and analyzes data to assess performance of the stock inventory and suppliers in order to implement improvements. Conduct various analyses to provide recommendations and forecasts to management and other members of the faculty on transactional volume, spend analysis and operational performance.
  • Purchasing Operations: Oversee all purchasing operations up to $100K for goods, services and equipment in compliance with laws and regulations, agreements, policies, research guidelines, Canadian tax and customs standards as well as business codes of conduct, limiting risks encountered by the unit with regards to purchasing and logistics activities. Troubleshoot unanticipated complications and implements creative solutions to ensure operational continuity.


What you will bring:


  • Knowledge of procurement principles and practices
  • Bilingualism – English and French (oral and written)
  • Minimum of 3 years of experience in customer service.
  • Knowledge of tax and customs legislation and regulations
  • Knowledge of rules and practices in the safe transportation and handling of dangerous goods an asset
  • Experience interpreting, explaining, and applying policies and regulations
  • Ability to work under pressure and adapt to shifting priorities
  • Experience using computer systems and software
  • Minimum of 2 years of significant experience in supervision
  • Excellent communication, interpersonal and customer service skills
  • Supply Chain Management Diploma, Certification, or minimum of 5 years of demonstrated experience in a similar role.
  • Experience purchasing supplies and scientific equipment an asset
  • Knowledge of federal and provincial legislation on occupational health and safety, environmental protection and the transportation of dangerous goods an asset
  • Knowledge of University procurement policies and procedures, and of procurement legislation
