APPLICATION DEVELOPMENT GROUP MANAGER (Risk Management)

Falling within the Global Risk & Controls Technology (GRCT) organization, the Application Development Group Manager spearheads application development management and software delivery to technology Book of Work for Risk Management.

The Application Manager will lead and direct a team of highly skilled professionals to meet the Business critical and Regulatory requirements.

Responsibilities:

• Provide strategic direction and coordinate with operational, compliance, audit and other risk assessment modules leads for systems integrations and enhancements.
• Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources
• Ensure essential procedures are followed and contribute to defining standards
• Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results
• Responsible for budget management, effort estimation, detailed project planning, resource management and status reporting.
• Responsible for client engagement, end-to-end management and delivery of the technology Book of Work and technology roadmap for the application and dependent/related interfaces.
• Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)
• Integrate in-depth knowledge of applications development with overall technology function to achieve established goals
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
• Influence and negotiate with senior business and technology stakeholders across lines of businesses within Risk Management
• Analyze complex business processes, system processes, and utilize advance knowledge of supported main system flows to define and develop solutions for high level problems
• Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary
• Ensures essential Citi-wide program and project management procedures are followed.
• Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues

Preferred Technical Experience:

• Flexibility and ability to learn new technologies and trends
• Experience in designing/delivering reporting solution end to end including reporting dashboard using tableau.
• Strong relationship building capabilities
• Interpersonal skills with the ability to work collaboratively and with people at all levels of the organization and across different geographic locations
• Experience in setting up Dev Op practices for a distributed enterprise application.
• Deployment tools such as: Jenkins, Git/ BitBucket, Junit, RLM, JIRA, SonarQube, Selenium/Automated testing
• Technologies: Java/ JEE, Cloud/ IaaS/ PaaS, UI/UX & SOA/ Micro Services.
• Relational and non-Relational databases (e.g.: Oracle, DB2, Mongo, MySQL)
• 15+ years of experience in designing and delivering enterprise distributed applications.
• Experience in designing microservices architecture applications.
• Banking and Financial experience is preferred
• Project and Program Management
• Hands on experience running Agile development projects
• Demonstrated leadership, management, and development skills
• Demonstrated technology proficiency in:
• Technical expertise
• BI tools- Tableau.
• 10+ years of experience in building enterprise technology solutions for Risk Management functions including Operational, and Model Risk, Compliance and Audit functions, Market, Credit risk.
• Highly motivated team player, excellent in written and verbal communication.
• Bachelor’s degree in computer science, information technology or similar.
• Big data ecosystem - Apache Spark, Hive, Hadoop.
• 15+ years of hands-on application development experience including management experience
• Agile/ Scrum development methods and good understanding of Sprint planning.
• Leadership and Team building
• Master’s degree in Computer Science or Engineering preferred.
• Cloud Computing Platforms
• Industry standard certifications such as Agile Certified Practitioner or Scrum master will be an advantage.
• Experience in Agile development life cycle is preferred
• Risk Management qualification ideal but not required
• 8-10+ years of managerial experience
