Title: Watershed Planner
Reports To: Team Lead, Watershed Management
Location: Raisin Region Conservation Authority Administration Building

Position Type: Full-time
Salary Range: $70,745.77 to $88,432.22
Start date: August/September 2023
Summary:
The Watershed Planner is part of a multi-disciplinary team at the Raisin Region
Conservation Authority (RRCA) providing strong customer service to partner
municipalities and residents and contractors wishing to undertake development.
Main responsibilities: (This is not an exhaustive list)
- Attend meetings and represent the RRCA with respect to the Conservation Authority’s role in
- Review and provide feedback on Municipal Official Plans, Official Plan Amendments, and Comprehensive Zoning Bylaws.
- Manage projects related to asset management, capital works and infrastructure maintenance.
- Review and provide feedback on Conservation Authority Permit applications with respect to development, interference with wetlands and alterations to shorelines and watercourses.
- Assist with and/or lead the maintenance and development of document and records management systems.
- Perform other duties as required.
- Assist with and/or lead the maintenance and development of policies, fee schedules and standard operating procedures.
- Assist with and/or lead the Risk Management Program (under the Clean Water Act).
- Planning Act, Conservation Authority Act and Clean Water Act reviews.
- Review and provide written comments on Site Plans, Plans of Subdivision, Plans of Condominium, Land Severance Applications, Minor Variances, and Zoning Bylaw amendments.
Education/Experience:
- Valid Ontario Glass G Driver's License or equivalent.
- Graduate of a university program in Planning, Geography, or Environmental Sciences.
The ideal candidate will have familiarity and practical experience with some or all of the following:
- The geographic areas and watershed features within Cornwall and the United Counties of Stormont, Dundas and Glengarry
- Reading and interpreting engineering drawings including site plans, civil works, flood mapping, and architectural drawings.
- Hydraulic assessments of watercourses, culverts, and stream crossings.
- Knowledge of land surveying and the fundamentals of topographic data collection.
- Hydrologic assessments of watersheds.
- Municipal Official Plans
- Conservation Authorities Act
- Municipal Zoning Bylaws
- Clean Water Act
- Stormwater management assessments, and MECP/MTO best practices.
- Reading and interpreting engineering reports and planning documents
Skills:
- Ability to use GIS software and GIS mapping portals, including ESRI ArcMap, to visualize and analyze spatial data and make informed decisions.
- Excellent verbal communication skills.
- An understanding of computer modelling techniques in hydrology and hydraulics.
- Ability to understand and interpret legislation, regulations, guidance documents and policies.
- Strong problem-solving, research, and statistical analysis skills.
- Excellent presentation skills.
- Strong computer skills, in a Microsoft Windows and Microsoft Office 365 environment.
- Excellent written communication skills.
Weekly Hours: 35 hours, Monday to Friday
