The Sourcing Specialist is responsible for leading the sourcing process for moderately complex sourcing to ensure Ontario Health acquires goods and services that provide value-for-money, meet business requirements, and comply with the Ontario Health Procurement Policy and other related policies. As part of this role, the Sourcing Specialist works directly with internal stakeholder to define sourcing needs and develop required documents (including quarterly and annual sourcing plans) and performing vendor and contract management activities.
Two positions are available:
- One will be responsible for leading the Sourcing process for various enterprise Corporate Service requirements
- One will be responsible for leading the Sourcing process for Information Technology requirements
Here is what you will be doing:
- Prepare documentation as required for appropriate approvals
- Acts as the contact for internal stakeholders in identifying sourcing needs and understanding procurement policies, processes and requirements
- Contribute to the development and management of a consistent approach for all Ontario Health contract methodologies.
- Coordinates and works with Legal to determine acceptable terms and conditions on negotiating contracts
- Contribute actively in the continuous improvement of the procurement function at Ontario Health.
- Supports Portfolio Manager in developing sourcing plans, especially on providing information about the assigned portfolio
- Coordinates with internal stakeholders to identify and resolve contract issues
- As required, monitors contract compliance and works with key stakeholders on contract performance
- Draft briefing notes, and other documentation as needed, in relation to contracts and sourcing activity
- Acts as the bid administrator; manages and monitors the sourcing process to ensure compliance with policies
- Provides advice to internal stakeholders on reviewing and interpreting contracts
- Contributes to quarterly and annual sourcing plans for the assigned portfolio and category
- Manages a portfolio of contracts which includes the performance of one or more categories and sourcing initiatives
- Develops RFx packages and executes RFx. Analyzes data in conjunction with the market intelligence information and competitive environment to identify sourcing opportunities
- Maintains required documents and ensures a complete audit trail for all procurement through the procurement lifecycle.
- Works with internal stakeholders to develop sourcing documents and manage sourcing project plans.
- Provides input and support in the development of sourcing guidelines, policies, tools, and templates
- Create and issue purchase orders
Here is what you will need to be successful:
Education and Experience
- A minimum of four (4) years of relevant work experience, including a minimum of two (2) years of related Sourcing and/or contract management experience
- An undergraduate Degree in Supply Chain Management, Business Administration, Commerce, Law or a related discipline, or equivalent experience in Procurement
Knowledge and Skills
- Detail oriented with excellent organizational and time management skills
- Ability to develop credibility with peers, internal stakeholders, vendors and senior management
- Experience in procurement of one or more of the following categories: corporate services, clinical (medical and healthcare goods and services), facilities (goods & services), information technology, consulting services
- Customer oriented focus
- Proficient in eSourcing, ERP applications, and MS Office, and Excel.
- Ability to develop and maintain relationships with all levels of management
- Strong leadership skills, accountability and a demonstrated ability in delivery
- Strong verbal and written communication skills.
- Knowledge of project management and related industry experience in supporting procurement activities in Health Care, Pharmaceutical, Finance, Human Resources or Information Management
- Ability to impact and influence without authority
- Knowledge and familiarity with legal contract terminology and general accepted procurement practices
- SCMP Certification or equivalent would be an asset
- Strong negotiating skills
- Comfortable through education and/or experience with legal terms commonly used in contracts. Preferably related work experience in Contract Administration
- Proactive and assertive; self-starter; able to take initiative as required
