Summary
The Senior Project Manager, Major Projects plans and oversees the end-to-end delivery of assigned projects and ensures delivery within scope, budget and requirements. The initial project is valued at approximately $1B and will be at least 4 years in duration.
Key Duties & Responsibilities

• Ensures projects are delivered on time, within scope, budget and requirements, and complies with all contract documentation. Ensures client expectations are met or exceeded and the client’s best interests are represented with respect to contractual and technical issues;
• Generates meeting minutes within 24 hours of meeting adjournment, reports on project status including PMBOK elements, , , Determines resource and budget requirements, cost estimates, and timelines.
• Oversees the activities of project team members and monitors project activity progress versus planned progress.
• Identifies, monitors, and controls project risks and develops mitigation and contingency plans.
• Provide oversight and leadership to the change management process, payment certificates and other contract or project-related administrative documents
• Prepares work breakdown structure to illustrate project scope.
• Chairs project and site meetings where and as required to find resolution to issues and coordinate between multiple stakeholders.
• Establishes and communicates the design change management process.
• Builds project team as required to satisfy scope and timelines.
• Generates project sequencing and scheduling.
• Prepares plans, charts, workbooks, tables,diagrams, and other illustrations to assist in analyzing and simplifying communication amongst the integrated team.
• Plans and oversees the end-to-end project delivery.. Operates independently and in collaboration with project stakeholders
• Establishes and reviews project and construction implementation strategies.
• Manages and plans physical moves, including FF&E (furniture/fixtures/equipment) coordination
• Manages the design, implementation and operations of the project against established goals.
• Ensures stakeholder integration to ensure alignment of goals.
• Works with Project stakeholders to define project scope, deliverables and requirements.

Knowledge & Skills

• Communication – strong communication, influence, persuasion, and negotiation skills.
• Experience managing projects through design, tendering and construction, providing day-to-day oversight
• Quality – ensures that construction is in conformance with contract drawings and specification
• Bilingual: French and English
• Experience in the procurement of consultants and contractors
• Project team leadership – proven ability and experience in project team recruitment, building, and leadership
• Experience and understanding of public procurement practices, contract law and standard form design and construction contracts.
• Client service orientation – strong client service orientation.
• Computer proficiency – proficient in and experience with MS Office suite of applications along with proven ability to quickly learn new applications. Understanding of BIM models and management is required.
• More than 10 years of project management work experience
• Federal government experience an asset
• College diploma in architectural technology, construction technology, engineering technology, or university degree in engineering or architecture.
• Extensive client interaction experience
• Project management – proven ability and experience in delivering projects on-time, on-budget Financial management – proven ability and experience in developing and managing budgets on major projects
• Thorough understanding and working knowledge of project delivery contractual methodologies, including design-build, construction management, and design-bid-build.
• Project risk mitigation and management – proven ability and experience in mitigating and managing project risks.
• Client management – proven ability and experience in managing client relationships and expectations.
• Relationship building – proven ability and experience in building and maintaining effective work relationships.
• Vendor management – proven ability and experience in managing vendor performance and payments.

Licenses and/or Professional Accreditation
One or more of the following would be considered an asset:

• Project Management Institute Accreditation
• P. Eng., ing., MRAIC, Dipl. Tech.
• LEED certification
• Federal Security Clearance at Reliability level
