Senior Manager, Procurement And Vendor Management

Position Overview

As a critical member of the Enterprise Procurement and Vendor Management team, you are responsible for developing, administering, managing, prioritizing and successfully negotiating holistic sourcing strategies and the full range of commercial contracts associated with the assigned category, for the purpose of maximizing financial and operational performance and minimizing risk (via robust Vendor Governance Process).

Position Responsibilities

Portfolio Management – Strategic Sourcing (60%)

• Deliver on Procurement Strategy, increase procurement brand awareness and ensure consistent messaging
• Recommend/Develop and implement processes and tools for different types of contracts, risk assessments, disputes, and issue resolutions, etc.
• Implement sound financial planning that is aligned with the corporate plan
• Contribute to development & continues improvement of policies, guidelines & tools within procurement org. Spearheading best practices for procurement of new waves of technology and initiating strategies to boost suppliers’ technology innovation
• Advise on the practices and considerations for upgrading existing contracts and solving complex contract management problems.
• Developing and leading the execution of network technology procurement strategies
• Applying expert skills in data analytics, market research, sourcing, relationship and contract management
• Priming major contract negotiations, strategic sourcing activities, cross functional projects, risk and relationship management, and savings initiatives
• Arbitrate claims or complaints occurring under the performance of contracts. Anticipate contract issues and manages risk regarding legal issues.
• Execute on Strategic Sourcing Strategies, manage the e-sourcing activities using eSourcing tool and play an integral role in ongoing supplier governance, ensuring that appropriate savings is achieved through the life of contractual agreements
• Support Accountable Executives in the Vendor Performance Management and evaluate operational issues and considerations in contract enforcement.
• Ownership of the assigned Sourcing Category, including but not limited to establishing / managing/ negotiating/ executing contractual agreements, Vendor Onboarding & Due Diligence Process and Vendor Governance throughout the Vendor Lifecycle.
• Supervise management and administration for a wide variety of contracts.
• Ensure contracts align with governance, legal and regulatory requirements.
• Providing subject matter category expertise and pro-active opportunity identification to stakeholders across the organization
• Conduct analyses of existing vendor base to assess capability of meeting business objectives; balancing vendor concentration risks with vendor consolidation strategies.

Vendor Management & Third Party Risk Management (40%)

• Driving best in class strategic sourcing that supports profitable growth and an unsurpassed client experience
• Partner with HTC Leadership team and the Accountable Executives, by driving value in supply chain/total cost of ownership sourcing initiatives through early engagement, commercial acumen and market knowledge.
• Advise PMO in requirements gathering, solution/supplier evaluations and supplier selection activities
• Participate and represent HTC at industry group meetings and/or supplier forums and maintain a wide referral network
• Foster strong collaborative relationships at all levels within HTC, and vendor management community
• Proactively conduct market intelligence activities including industry, supply market and supply chain research/analytics, category sourcing and outsourcing trends and best practices and share knowledge, insight and advice with business (on a regular basis) in a way that contributes to their long-term business strategies
• Manage the Third Party Risk Management program for all vendors, including but not limited to Annual Materiality Assessments, Due Diligence Process, and Vendor Governance
• Develop guidance and insight on Procurement and Vendor Management best practices and provide counsel to business to ensure supplier arrangements meet HTC Procurement, Outsourcing and Vendor Management Guideline and regulatory requirements

Education Requirement

• University Degree preferred

Related Experience

• Solid expertise using Microsoft Office, Power BI, Visio, SharePoint. Familiarity with eSourcing Tools, ServiceNow workflow and Panorays – automated Third-Party management tool is an asset
• Familiarity with regulatory requirements (OSFI) is an asset
• Must have proficient oral and written skills; including report writing and presentation skills
• Mutli-tasking and time-management skills, with ability to prioritize tasks
• Ability to communicate and work effectively cross-functionally with internal stakeholders, as well as external stakeholders including vendors
• Business Process Optimization mindset – knowledge of processes for creating, analyzing, monitoring or improving requisitions
• Demonstrated experience successfully managing vendors/third parties (including developing reporting related to third party risk management), reviewing policies, performance, and contract management or negotiation strategy for small, medium and complex contracts
• Minimum 5 years in a sourcing, contracts and vendor management role with a solid understanding of the entire vendor lifecycle and Third Party Risk Management
• Experience ideally gained with an enterprise-wide Procurement function
