Job Function
  • Develop section business plans, budgets and work programs and provide supervision, training and guidance to staff.
  • Provide advice and functional guidance to internal clients on these and other real estate acquisition, management and specialized real estate services issues.
  • Be accountable for the acquisition and/or management of all Hydro One facility crossing rights (e.g. railways, waterway systems) including rights verification, payment and other administrative activities.
  • Identify the need for and develop province-wide real estate acquisition and/or management procedures and practices, work standards and methods and coordinate/ integrate their implementation.

  • Develop and operationalize optimum workload, performance and Human Resources management plans to carry out acquisition, management and specialized real estate services work activities. This includes managing internal resources and external service providers to ensure service costs are competitively priced relative to comparable service provides in the actual market.
  • Provide advice and functional guidance and assistance to internal groups on real estate acquisition, management and specialized real estate services issues or real estate right-of-way maintenance service activities (e.g. damage claims) or issues. Liase/consult with landowners, public bodies and other stakeholders on matters relating to real estate.
  • Monitor external real estate acquisition, management, and specialized real estate services conditions and practices to ensure that Hydro One real estate activities, polices, procedures, work standards are up-to-date and effective.
  • Manage and be accountable for the development, implementation and continued monitoring of guidelines, procedures and performance measures including project strategies to improve cost, efficiency and effectiveness as it relates to (a) the acquisition of property rights within schedule and based on a complete risk assessment of what property rights are necessary, (b) the approval/verification of payments to government agencies and the private sector for annual payments, and (c) secondary use and specialized real estate services.
  • Answer work problems and assist with difficult aspects of the work as required or requested.
  • Develop, monitor and be accountable for the Department#s annual business plan, operating budget, ensuring approved budgetary objectives are maintained. Manage and be responsible for resource planning, scheduling and budgeting of acquisition of property rights negotiation/expropriation whether performed by internal staff or others, secondary use matters and specialized real estate services.
  • Manage and be accountable for the work and staff involved in (a) acquisition projects involving appraisal, negotiations, estimating of costs and timing of acquiring property rights by purchase, lease or easement, the disposal of surplus property, the settlement of damage claims resulting from Hydro One's activities, and lead staff involved with secondary use of corridors or specialized real estate services (e.g., assessment and taxation, low voltage real estate rights, employee relocation services); (b) appraisal of real estate management and development projects, holding lands and other such business unit real estate assets and (c) determination of the highest and best use potential of owned lands for secondary uses by assessing the risk and financial implications and the long term benefits to Hydro One.
  • Liaise with internal Hydro One groups and other clients and stakeholders to ensure that real estate acquisition, management and specialized real estate services activities are consistent with policy, practice and in the best interests of the customer. Liaise as necessary with legal counsel to ensure the appropriateness/accuracy of legal documents and to resolve issues/disputes that may arise with regard to such activities as easements, damage claims, property acquisitions and/or management, etc.
  • Identify the need for and develop sound, up-to-date, provincewide real estate acquisition, management and specialized real estate services program procedures and practices, general work standards and methods and co-ordinate and integrate their implementation across Hydro One.
  • Review and approve appraisals, in-house or contract. Approve real estate acquisition and/or secondary land use settlements, easements, damage claims, rights-to-cut and leases negotiated by staff within signing authority limits. Contract independent fee appraisers, negotiate compensation for services and approve appraisals, ensure compliance with Appraisals Institute Code of Ethics, etc.
  • Be accountable for Personnel matters, including staff selection, performance appraisal, pay adjustments, disciplinary action, labour grievance administration, and staff development including succession planning. Assess workload against staff capabilities for the work group and recommend organizational changes to Director as appropriate. Train staff, assign work and carry out work progress checks as required.
  • Develop business and professional alliances.
  • Plan, organize and assign activities to ensure client requirements are met and Corporate/Division/Department policies, procedures and practices, and legislation affecting real property are satisfied and that public attitudes are considered. Implement approved programs, ensuring appropriate training of staff.
Selection Criteria
Skills and Experience:
  • Minimum 8-10 years leadership experience work in real estate/facilities management.
  • Experience working with a variety of stakeholders including: executive leaders, vendors, landowners, Indigenous communities and organizations, and government entities.
  • Strong vendor management skills.
  • Proven leader who consistently seeks innovative ways to improve cost efficiency.
Education
  • Graduate Degree, AACI and/or IRWA certification is considered an asset.
  • An Undergraduate Degree in Business Administration, Real Estate, Law or a similar educational discipline.
