Job Description
The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition, delivery and support & maintenance of related dispatch technologies, IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branch’s Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province, and includes:


  • Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e., Real-Time Data Service and Mobile CAD)
  • Business Support Applications (i.e., Paramedic Certification, Inspections)
  • Computer Aided Dispatch (CAD) application and tools
  • Telecommunication equipment and systems (i.e., Communication Console Systems and FleetNet)
  • Reporting Applications and Tools


Medical Priority Dispatch System (MPDS) reporting remediation is required to support both CAD5 and MPDS project enhancements. This work requires senior level development skills including, but not limited to, extraction, transformation, loading, security, standardization, modelling, reporting, presentation, automation, and scripting. The AQUA quality assurance/quality improvement software will provide a valuable tool for Paramedic Services and CACCs to view and analyze reports that can support in timely emergency dispatch decision making. The Project Manager will be required to manage and plan for the remediation. QA and development skillsets will be required to understand which new reports need to be created and its functional and non-functional requirements. The vendor, Priority Dispatch Corporation (PDC) requires the ability to audit 911 calls that are triaged through MPDS, and this requires the remediation of reporting tool, ADRS, and enhancements of the case/quality management tool, AQUA.


Manage multiple complex projects, and project resources, through the project management life cycle, while meeting HSC gating and architecture checkpoint requirements


  • Forecast changes to the budget; communicate planned vs. actual budget as the project progresses
  • Ensure the development and the delivery of business cases where applicable (i.e. management board submissions), to seek approval for long term support & maintenance contracts with Ministry vendors
  • Proactively identify risks and issues pertaining to the assigned work package; report the risks and issues to the overall Project Champions, and the Portfolio Team. Identify mitigation strategies and responses to the issues and risks
  • Adhere to OPS I& IT standards and best practices for project management, to facilitate control of system quality, adherence to standard methodology, and the control of the use of I & IT resources
  • Ensure a high level of fiscal control and accountability for the project budget.
  • Manage stakeholder’s interests and expectations throughout the life cycle of the project
  • Ensure project implementation plans have no adverse impact to public safety operations
  • Develop, manage and execute project charters, integrated project plans, schedules and communication plans, including obtaining approvals
  • Create and manage the assigned work package within the overall project plan, including all components, documents and reports
  • Work with vendors to successfully negotiate and deliver mutually beneficial multi-year contracts for ongoing warranty, maintenance and support of the technology such as the Computer Aided Dispatch application
  • Provide project, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Participate in steering committee and stakeholder forums


Requirements Project Management Experience


  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
  • Demonstrated IT project management experience managing all phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.
  • 10+ years of experience with Project Management
  • Demonstrated experience gathering and developing requirements for project charters, and integrated project plans
  • Working knowledge of industry standard such as Project Management Institute (PMI)
  • Demonstrated experience in Project Management methodologies, producing documentation, collaterals, and artifacts
  • Demonstrated experience with project management tools: MS Project, Clarity/Planview or equivalents for standard status reporting
  • Demonstrated experience with Enterprise Content Management
  • Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis and recommending action plans to mitigate the risks


Technical Skills


  • Demonstrated experience on leading a project from market scanning, procurement, planning, implementation to completion.
  • Ability to establish and manage complex stakeholder relationships between provincial, municipal governments, first responder partners (police, ambulance and fire) and 21 ambulance dispatch centres in the province
  • Demonstrated experience with Dispatch Services including: Computer Aided Dispatch (CAD) applications and its related tools such as CAD to CAD, GEO, GIS Link and others


Public Safety Experience


  • Experience working in a public safety environment, such as ambulance, fire or police
  • Experience with Computer Aided Dispatch (CAD application)
  • Experience with implementing and integrating Medical Triage Algorithm such as MPDS
  • Experience managing projects related to 24x7 critical environments and operations
  • Experience with telephony and radio technologies such as IP based telephony, Avaya, P25
