Job Description

Arthur Grand Technologies is currently seeking a highly motivated and skilled Software Developer for one of our clients.


Position: Project Manager/Leader - Intermediate

Location: Toronto, Ontario (Hybrid)

Duration: Long Term Contract

Must Haves:

  • Knowledge and experience in a Public Safety organization especially in a radio or telecommunications
  • Excellent communications skills with the ability to maintain strong relationships with key stakeholders in a politically sensitive environment
  • 8 plus years of Project management experience with experience in large scale complex technology projects
  • Advanced experience in project management tools, techniques and methodologies


Experience and Skill Set Requirements

  • Manage projects to OPS I & IT Standards
  • Security Clearance process, levels, roles etc. are subject to change without prior notice.Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.
  • Adhere to OPS I&IT standards and best practices for project management to facilitate control of system quality; adhere to standard methodology and the control of the use of I&IT resources.
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. Clearance levels are as follows: Ontario Provincial Police (OPP) level 2 for Project Manager (PM)/Business Analyst (BA)/Architects roles and OPP level 4 for technologist roles.
  • Vendor Management
  • Provide project reporting to multi-stakeholders at senior executive levels.
  • Have experience working on the PSRN project
  • Participate in steering committee and stakeholder forums
  • Promote OPS I&IT project management best practices, resource management standards, and adheres to standard methodologies.
  • Coordinate project plans with Public Safety Operations
  • Develop project schedules considering the project objectives, responsibilities, accountabilities, timelines and resource availability.
  • Develop and maintain relationships with clients to manage expectations. Help to develop and implement performance metrics to measure project success
  • Identify inherent and developing project risks and issues. Make recommendations to mitigate identified risks and escalates risks as they become issues.
  • Proactively identify risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team.Identify and mitigate strategies and responses to the issues and risks.
  • Plan, establish priorities and aids in project tasks as needed. Coordinate project team members and completes assigned tasks within allocated time.
  • Ensure the development and delivery of business cases where applicable (i.e. management board submissions) to seek approval for long term support & maintenance contracts with Ministry vendors.

Criteria Ratings

Project Management and Coordination Skills 40 points

  • Demonstrated IT project management experience managing all phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.
  • 5+ years of experience with Project Management
  • Experience PSRN project
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
  • Demonstrated experience in Project Management methodologies, producing documentation, collaterals, and artefacts
  • Strong MS Project and SharePoint knowledge
  • Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis and recommending action plans to mitigate the risks
  • Demonstrated experience gathering and developing requirements for project charters, and integrated project plans
  • Demonstrated experience with Enterprise Content Management
  • Working knowledge of industry standard such as Project Management Institute (PMI)
  • Demonstrated experience with project and software development lifecycle (SDLC).

Analytic and Communication Skills 30 points

  • Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints
  • Demonstrated experience identifying and acquiring a mix of skilled technical resources necessary to complete project assignments/deliverables; including clarifying roles and responsibilities
  • Written communication skills to prepare authoritative recommendations, proposals and reports; such as Briefing Notes and executive presentations
  • Demonstrated experience working with a large project team
  • A team player with a track record for meeting deadlines
  • Demonstrated experience to act independently and make decisions that achieve optimal results with minimal supervision
  • Strong discipline in resolving resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives Demonstrated experience leading presentations for senior management, stakeholders and teams
  • Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience.

Technical Experience 15 points

  • Demonstrated experience with back-end technology of radio and paging systems
  • Demonstrated experience on leading a project from market scanning, procurement, planning, implementation to completion.

Industry Experience 15 points

  • Experience with the land ambulance sector and its stakeholder would be an asset
  • Experience managing projects related to 24x7 critical environments and operations
