Position Overview:
Reporting to the Manager, Strategic Portfolio Management, this position is responsible for planning, designing, organizing, executing, controlling and reporting on various Corporate Service initiatives by applying project management methodologies and providing analysis, design, evaluation, development and implementation of project plans and project activities. This role will also lead cross-functional project teams and works closely and in collaboration with other departments and the Senior Leadership Team.
At employee request, this position is eligible to take part in our hybrid work model as outlined in the City's Alternative Work Arrangement Policy.
Qualifications and experience:
• University Degree in Finance, Economics, Commerce, Public Administration, Business Administration or suitable equivalent.
• Certification as a Project Management Professional (PMP) through the Project Management Institute or working towards a PMP Certification.
• Minimum of five (5) years' related work experience.
• An understanding of Portfolio/Program governance (pipeline management, portfolio/program health, prioritization, resource planning/forecasting, budgeting, and strategic planning).
• Project management experience in planning, coordinating, designing, executing, controlling and reporting complex, multidisciplinary projects in a municipal environment.
• Knowledge and experience in the planning, organization, execution, control and reporting of complex projects within any of the following fields: computer technology/systems; financial modelling, analysis and financial policy development; learning and organizational development; service delivery/customer service; municipal program management and implementation; strategic planning and corporate performance measurement.
• Experience and/or certification in business process improvement and/or change management methodologies (such as Lean, ADKAR/Prosci) would be an asset.
• Successful track record in leading effective project teams and developing collaborative internal and external business relationships.
• Ability to deal effectively at all levels of the organization and with political representatives, consultants, contractors and the public exercising excellent negotiation and conflict resolution skills.
• Excellent oral, presentation and written communication skills with ability to effectively communicate information to a variety of audiences.
• Excellent interpersonal, organizational, problem solving and analytical skills; coupled with the ability to prioritize activities to successfully meet deadlines.
• Knowledge of and demonstrated ability in the City’s core competencies.
• Proficiency in the use of the Microsoft Office Suite with advanced knowledge of MS Excel, including applicable project management application software/technology (such as Eclipse and Sharepoint).
• Ability to work outside regular business hours, as required.
