Job Description
The purposes of this position are:


  • The Manager of Provincial and Special Education Programs (PSEP) plays a critical role in the functions of the Education department and provides tactical and strategic support to the Director of Education, and Education staff.
  • The Manager of PSEP will provide leadership, guidance, and support within Education and ensure the effective management of school board relations, special education programming, training and development, and compliance with applicable laws and regulations.
  • Responsible for developing and implementing strategies, policies, and programs to support the overall department goals and objectives.
  • To develop, analyze, modify, and implement Special Education policies, programs and procedures.


DUTIES:


The duties and responsibilities of this position are as follows:


  • Responsible for the development and maintenance of documentation and reports relating to provincial student enrollment and special education resources.
  • Responsible for the assignment and supervision of CLFNs Provincial school-based personnel including performance evaluations, attendance.
  • Implements financial resources effectively and efficiently according to internal and federal guidelines.
  • Perform other duties as reasonably requested by the Director of Education
  • Responsible for leading policy development and implementation in Special Education Programming
  • Works with families to advocate for the strengths and needs of children and students
  • Participates in Provincial school board committees relating to special education and First Nation priorities.
  • Develop a quality transition support program for staff, children, students and families through transitions to new levels of learning across the department.
  • Responsible for assisting in the development of the annual operating budgets for the delivery of special education and provincial programs and services, and for the monitoring of same.
  • Liaises with Provincial school and board (as listed in the nominal roll) staff

EDUCATION:


The incumbent to this position will meet the minimum requirements that include:


  • A degree or diploma specializing in Special Education, Teaching, Child Youth work or equivalent with a minimum of three years’ work experience
  • Management experience


RATED REQUIREMENTS:


Knowledge, Skills & Abilities:


  • Prior experience within a First Nation or Indigenous organization is preferred;
  • Must be able to effectively read and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze information;
  • Strong appreciation of the need for confidentiality, tact and discretion;
  • Must be adept at problem-solving, including being able to identify issues and resolve programs in a timely manner;
  • Experience with computer programs and software including Microsoft Word, Microsoft Excel, Access, Outlook, email, internet browsers, etc;
  • Extensive knowledge and understanding of Special education systems, policies and implementation as they related to First Nation and Provincial Schools
  • Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback.
  • Ability to multi-task, keep organized, develop work plans and ensure accountability;
  • Must be organized, accurate, thorough, and able to multi-task;
  • High level analytical and policy development skills;
  • Must be able to communicate clearly, both written and orally, as to communicate in presentations and meetings;
