Area Of Responsibility


The core mandate of Brampton’s Recreation Division is to deliver exceptional and sustainable community-based recreation services for our residents. Our team has the important responsibility to plan, develop, deliver and evaluate programs and services that respond to the evolving needs of our community.


We provide a hub for all residents to drop-in and connect, enhance their social lives in a safe, open and welcoming environment, and develop skills that are meaningful to them. Our Centres are spaces where residents can access services that respond to their leisure needs; whether they are searching for sports programs, health and wellness, an outlet for artistic expression, or opportunities to explore new programs in science and technology, our Division offers a space and a program for everyone.

Role Summary


  • Provide central support for all Lines of Business (LOB), accounting for $8-10 million dollars of revenue through strategic guidance and facilitation.
  • Liaising with LOB Team members to resolve problems and proactively design solutions to create an optimal customer service experience through annual reviews and goal setting processes.
  • Develop and formulate a clear understanding of Brampton’s position, and role in delivering amenities, services, program integration and support facilities that will support the vibrancy of the community’s Recreation infrastructure where applicable.
  • The Supervisor will contribute by advancing the strategic priorities of the Division through innovative practices.
  • Accountable for leading a team to assist in the execution of projects and plans through research, analysis and monitoring of relevant factors such as technological and organizational resources to meet service standards, budget, timelines, policies and guidelines in alignment with Recreation and corporate strategic direction.
  • Provide advice and recommend activities relating to divisional and cross-departmental policy-driven projects and programs identified by the Manager, Recreation Planning and/or Director of Recreation.
  • Contribute as a member of the Recreation Supervisor team in the formulation of philosophy, mission, goals and objectives related to the provision of excellent services and programs. This role is responsible to assist in the development & management of key initiatives from inception and business case to deployment and post implementation review for the Recreation division.
  • Manage two Coordinators and provide guidance to a Research Analyst with areas of responsibility that include, but are not limited to: program analytics and performance measurement; special studies and projects; LOB plan development; overall divisional Rates & Fees process.


Key Accountabilities


As part of the Recreation Planning team, the Supervisor, LOB Planning will be accountable to:


  • Model a culture of innovation, transparency and inclusion.
  • Provide objective strategic advice to the Manager, Recreation Planning and Director, Recreation.
  • Complete sessional and ad-hoc reporting for the entire division.
  • Be accountable for sessional and ad-hoc reporting for the entire division including but not limited to sending out periodic reports (i.e. quarterly or sessional) to monitor trends by LOB and facility.
  • Conduct thorough analysis around participation, revenue and program hours along with extensive benchmarking and liaising with the Line of Business teams.
  • Conduct research, assess findings, and recommend best practices for implementation while providing pro-active strategic advice on high profile, critical issues
  • Spearhead the creation of Line of Business Plans (3-5yr strategic plans) through cross-functional team management and influence.
  • Provide critical analysis, guidance and advice to leadership.
  • Lead, manage and drive projects that harmonize with the goals and objectives of the Recreation Division.
  • Be responsible for complete financial modelling and providing guidance to hired Consultants for various long-term strategic plans and analysis.
  • Prepare reports, analysis and present to senior stakeholders on the status of initiatives.
  • Identify and execute actions to ensure projects achieve the divisional objectives.
  • Manage effective relations with levels of government, agencies, community groups and internal and external stakeholders.
  • Be accountable for the annual Rates & Fees process across all recreation Lines of Business to provide a consistent lens when evaluating and implementing price increases / decreases.
  • Seek opportunities for innovative approaches in program and service delivery.
  • Conduct research, assess findings, and recommend best practices for implementation.
  • Lead, manage and drive projects that harmonize with the goals and objectives of the Recreation Division.

Provides direction, advice, guidance and technical leadership to staff:


PROJECT MANAGEMENT


  • Assist in the design and development of the overall project delivery strategy including creation and execution of project plans by monitoring relevant risk factors that impact project direction and progression.
  • Develop project outlines, descriptions and implementation plans to support departmental initiatives.
  • Prioritize projects to ensure that the needs of internal and external stakeholders are met.
  • Identify areas for improvement and initiate research, development and implementation activities to ensure cost efficiencies while maintaining customer service.
  • Coordinates across departmental boundaries and reviews timelines of other project deadlines to avoid conflicts in terms of resources.


STAFF MANAGEMENT


  • Manage, coach, consult and influence staff to promote effective employee relations and encourage innovation, productivity and service excellence.
  • Provide advice, counselling and leadership to staff in the areas of career development, training requirements and performance enhancements; supervise staff, providing guidance and reviewing work performance.
  • Identify staff development needs and establish development plans; assess staffing needs, participate in the recruitment process and assist in recommendations concerning the selection of staff.
  • Interview, recruit and hire staff to optimize delivery plans and meet customer service standards.
  • Establish clear and appropriate governance to effectively manage programs and services.
  • Provide leadership, coaching, staff performance management and development plans in formal progress and annual review to identify and monitor performance gaps, skills and training assessment, recruitment and staffing to meet current and future team needs.
  • Conduct performance management formal process and annual reviews.


RELATIONSHIP MANAGEMENT


  • Engage cross functionally with other departments and senior management.
  • Deal directly with other levels of government, external consultants, contractors and the general public, and prepare responses to concerns from the public, stakeholders and Council.
  • Build and maintain relationship with internal/external clients, and core business stakeholders to promote and build well-developed service levels that drive business solutions.
  • Negotiate with vendors, internal stakeholders and consultants to ensure optimal resources are utilized to meet business deliverables.


BUDGET MANAGEMENT FINANCIAL ACCOUNTABILITY


  • Use of effective resource and expense management at all times to meet corporate policies and guidelines.
  • Assist in the preparation of team budget; monitor budget and control spending.
  • Monitor and control the budget, ensuring approvals and spending are consistent with operating objectives to ensure budget compliance.

  • Provide high quality customer service and commitment by developing collaborative and productive partnerships with key stakeholders both inside and outside the department that result in customer service satisfaction.
  • Partners with other supervisors and leaders to ensure collaboration and alignment of initiatives.

  • Communicate and deliver the overall project delivery strategy in a well-organized information and training session through effective presentation and facilitation skills.
  • Prepares reports and updates to senior management and council including briefing notes.
  • Continuously review project direction and progress to provide subject matter expertise, well developed reporting and communication to key stakeholders and senior management.

Selection Criteria


EDUCATION:


  • Undergraduate University Degree (Business Administration, Management, Social Sciences or Public Administration or related field) is required.


Required Experience


  • Proficiency on Computer programs, Microsoft Office and project software
  • Strong understanding of pricing structure and methodology
  • Project Management experience and methodology with respect to strategic plans, and projects
  • 5-7 years of municipal experience
  • Strong analytical skills
  • 1-2 years of supervisory experience (Facility Management, Full time or Part time staff)
  • Demonstrated ability to draft and edit clear and concise reports and presentations, and justify them to senior staff, elected officials and at public meetings as required
