Job Description
With a focus on contract compliance, performance oversight, and continuous improvement of the Recycle BC post-collection network of Receiving Facilities and Depots will ensure the Manager stays in tune with new technology, processes, and end markets and takes action to ensure the Recycle BC post-collection network remains competitive and leading edge. The Manager will respect the confidential information made available to them and use it to advance the corporate goals while holding it in confidence.
Key Responsibilities:
Operational oversight of the RecycleBC post-collection Services Agreements for Receiving Facilities (RF’s);
  • Ensure the operations of the post-collection network are in compliance to the Post-collection Statement of Work (SOW), or otherwise ensure any changes or modifications proceed by means of the proper authority and documentation
  • Ensure the post-collection contractor maintains their network in a state ready to accept, process, and market the ever-evolving inbound material stream
  • Maintain records of operational events of note, including disasters, major service interruptions, and any operational event as outlined in the SOW
  • Participate in regular Operations Control meetings between Recycle BC and GFL to address and correct post-collection related issues before they escalate
Management of receiving facility and internal transfer network;
  • Ensure compliance of MRF production to inbound composition and recovery rates
  • Identify and onboard new and contingency receiving facilities as needed under the proper contracts and agreements to ensure ongoing compliance with the post-collection SOW
  • Ensure compliance of existing receiving facilities (including material recovery facilities (MRF) and self-consolidation facilities (SC)) to contracts and agreements and deliverables contained within
  • Work in partnership with GFL North Vancouver Logistics team for the effective and efficient movement of inbound materials between receiving facilities
  • Establish requirements for the revision and / or extension of receiving facility agreements
Management of depot material logistics;
  • Work in partnership with the Recycle BC Collection team, depot network, and third-party depot transporters to optimize depot collection containers such that contamination and transportation costs are minimized
  • Work in partnership with GFL North Vancouver Logistics team for the effective and efficient movement of inbound materials from depots to receiving facilities
  • Work in partnership with Recycle BC Collection team, GFL North Vancouver Logistics team, and third-party depot transporters to ensure alignment to standardized depot protocols for requesting pickups and supplies, recording inbound materials, etc.
Chain of custody reporting;
  • Working with the Western Canada Director, Post-Collection and Material Regeneration and Director of Commodity Sales and Procurement, Western Canada in performing due diligence of end markets and furthering the understanding of recycling processes
  • Provide assistance to GFL’s Data and Reporting team when needed to ensure receiving facility compliance with required information for the GHG reporting and any new requests
  • Perform year end inventory validation at applicable receiving facilities
  • Assist GFL’s Director, Data and Reporting team to ensure timely and accurate reporting by receiving facilities on inbound and internal material movements as applicable
Direct and manage direct reports;
  • Maintain job description and duties to coincide with evolving demands of post-collection network
  • Train and mentor as appropriate, with consideration toward their future growth within their respective organization
  • Direct company specific post-collection work to the respective direct report, empowering them to take operational lead with stakeholders for projects, studies, and pilots as applicable
  • Utilize direct reports to help achieve mutually beneficial goals wherever possible without sharing each party’s confidential information.
Collaborate with other departments, between organizations, and externally;
  • Provide observations and data on the reverse material flow which impact collection service, such as contamination, commingling and authorizations, which can be used to improve overall program performance
  • Participate on industry working groups and projects as required or where beneficial to represent the mutual interests of Recycle BC and GFL from a post-collection perspective
  • Work closely with other Directors, Executive Directors, and Managers to ensure seamless flow of information and issue resolution between departments and organizations
Focus on continuous improvement;
  • Assist in establishing cost effective and creative concepts to move the program forward, including management of GFL’s Continuous Improvement plan.
  • Actively participate in Recycle BC supply chain strategic operational planning. Bring knowledge and practical insight into this process as part of post- collection team
  • Provide reports and feedback for annual planning meeting between Recycle BC and GFL to ensure alignment of objectives and timelines
  • Stay in tune with the marketplace to understand the latest trends in post- collection processing, end markets, EPR programs, and other relevant sectors, and bring this knowledge forward to help drive long term strategic planning
Program Expansion & Knowledge Sharing;
  • If and when other jurisdictions begin to implement EPR programs of similar nature to Recycle BC, provide guidance and leadership as requested, to help them transition into a successful program
Knowledge, Skills, Abilities and Competencies:
  • Knowledge of waste management, materials management and logistics or related operational business activities
  • Valid driver’s license is required
  • Post-secondary education preferred related to an engineering background (i.e., industrial or manufacturing engineer), Business Administration, professional designation from a recognized procurement or logistics organization, or equivalent experience
  • Good verbal communications skills
  • Ability to work in an environment that is open to the elements and may be dirty and surrounded with heavy machinery and processing equipment
  • Strong analytical skills and numbers acumen an asset
  • At least 7-10 years’ experience preferred in production field (as above), operational optimization, waste management or logistics contracting
  • Strong negotiation and conflict resolution skills
  • Excellent relationship management skills
