Job Description
Come work as a Manager, Capital Planning with Vancouver Coastal Health (VCH)!


Reporting to the Director, Capital Asset Management, the Manager, Capital Finance is responsible for the financial support to the capital planning process. The role is key in the development of annual and long term capital plans for Vancouver Coastal Health (VCH), ongoing financial support and monitoring, collection of requirements through business cases, and assisting in project evaluation and data collection. Ensures business cases explore and analyze the operating impact to all potential stakeholders in the organization and supports financing alternatives and cash flow impact determinations. This role is key to regional capital planning but also supports entity level execution. Primary relationships are with managers of the Finance Department, as well as VCH operating managers and directors and colleagues in the industry at other health authorities and government agencies. Reporting directly to the Manager, Capital Finance are the Capital Planning Coordinators.


As a Manager, Capital Planning with Vancouver Coastal Health, your key responsibilities will be


  • Act as a source of information on asset management issues and assist with quantifying and tracking operations impact resulting from capital projects.
  • Responsible for development of forecasting and long term planning models.
  • Provide back-up and technical support in adopting a Total Cost of Ownership (TCO) approach to planning. Assists in analysis and budget modeling using various capital asset databases and asset management tools.
  • Assist with coordinating the planning process, business case preparation and analysis, and project evaluation and explores alternative financing options.
  • Provide financial and analytical support to assist with planning and management of the type of capital the individual is responsible for i.e. facility projects, equipment or information systems projects. Coordinates supporting information for business leaders in relation to the capital plan.
  • Act as a resource to the Directors of Planning in the interpretation and analysis of capital reports, providing the necessary responses on queries that require access to the capital system.
  • Develop an in-depth knowledge of organizational capital asset issues by liaising with functional planning and operations managers and directors to ensure issues are addressed and the full impact of capital items are realized in the appropriate budgets.
  • Develop an effective financial and workforce plan within operational demands and environmental constraints.


Education & Experience


  • Knowledge of Facilities Support planning an asset.
  • Undergraduate Degree in Business Administration with a focus on Finance and a professional accounting designation (CA, CMA, CGA).
  • Minimum of five to seven (5-7) years’ recent related financial analysis and capital asset planning experience in a Health Care environment or an equivalent combination of education, training and experience.


Knowledge & Abilities


  • Uses advanced computer skills with current word processing, presentation and advanced spreadsheet design.
  • Skilled ability to communicate effectively to all levels of the organization and various audiences to provide insight and analysis, to influence decision-making and to lead interdisciplinary teams.
  • Uses exceptional ability to provide technical expertise, process management and business acumen to support the Financial Planning group.
  • Experience in providing financial analysis and support to Facilities Planning and Construction Projects that include assessment and prioritizing of needs, cash flow forecasting and exploring various financing options will be an asset.
  • Thoroughly prepares Business Cases and Capital Plans, complete with financial analysis; ability to conduct Strategic Option Analyses; ability to present and defend oral and written proposals.
  • Strategically identifies issues and analyzes alternatives to provide decision support.
