Job Description

Description
The HSE Coordinator will work alongside the Regional HSE Supervisor as the designated health and safety representative responsible for promoting awareness, prevention, training, and the Internal Responsibility System to all workplace parties. This position will support projects within the Halton region. The incumbent will interpret HSE legislation and make recommendations to ensure compliance and due diligence by all employees and onsite personnel.
Responsibilities
  • Prepare meeting agendas
  • Gather and review weekly supervisors’ inspection reports
  • Prepare inspection schedules for all committee members
  • Conduct workplace inspections and document accordingly
  • Gather and review supplier yearly machinery inspections upon arrival onsite
  • Provide employee safety training and awareness on current and upcoming legislation
  • Establish, chair and manage JHSC and ensure each trade has an elected member
  • Address corrective actions
  • Joint Health & Safety Committee (JHSC)
  • Liaise with external legal authorities when responding to complaints
  • Inspect the site perimeter (guardrails) and properly secure the site at the end of every shift
  • Conduct air quality testing
  • Escort the Ministry of Labour representative during site visits
  • Document corrective measures and follow up to maintain compliance
  • Inspections
  • Investigate work refusal and work stoppage cases
  • Gather and review daily machinery inspections and follow up on repairs
  • Issue Notice of Compliance reports for non-compliance issues
  • Maintain the emergency worker count on the man count board
  • Implement corrective actions and steps to prevent re-occurrence
  • As the designated First Aid person onsite, provide treatment to injured workers and document accordingly
  • Assist the Occupational HSE Supervisor with WSIB claims
  • Complete accident reports and/or investigation reports
  • Implement disciplinary action for violations and write disciplinary action reports
  • Accident and Emergency Response
  • Coordinate corrective actions
  • Investigate near-misses, occurrences and accidents
  • Ensure each trade has a designated First Aid person
  • Install, inspect and maintain emergency items such as emergency response plans, signage, First Aid kit, fire extinguishers, etc.
  • Implement and monitor work permits
  • Develop, implement and provide training on emergency response rescue and evacuation plans
  • Write site-specific memos, weekly safety bulletins and update the hazard boards
  • Maintain required postings on Safety bulletin board
  • Gather contractual documents prior to trades mobilizing onsite and advise the Health & Safety Manager to stop payment for outstanding documents
  • Control safe site access
  • Implement, monitor and/or complete work permits for after-hour work, roof work/balcony access, critical lifts, confined spaces, hot work, excavation, and tool and/or equipment removal
  • Assist in conducting pre-job safety instructions (PSI) and developing job hazards’ analysis (JHA) and safe work procedures
  • Review and assist the construction team with trade coordination (work schedule) to avoid future complaints, hazards or delays
  • Verify and copy worker certification and trade qualification documents
  • Implement and monitor the monthly internal and/or Ministry of Labour blitz
  • Assist in problem solving, ongoing complaints from workers, enforcement and disciplinary measures (document verbal, written & expulsion.)
  • Stop work when unsafe work practices or conditions are encountered
  • Attend project start-up meetings and coordinate site specific health & safety requirements
  • Monitor housekeeping and address concerns with Site Superintendent
  • Update orientation manuals as the condition of the site changes
  • Maintain supplies inventory list. Process orders for office and safety supplies
  • General Administration
  • Responsible for inspecting and lending equipment, when needed
  • Provide site-specific orientation training
  • Miscellaneous tasks
  • Attend the weekly supervisor trade meetings
  • Conduct onsite safety talks
Qualifications
  • Must possess a vehicle and valid driver’s license to travel between the office and sites
  • Minimum 3-5 years’ experience in similar role
  • Strong emergency response skills
  • Knowledge of HSE legislation in the Construction industry
  • Patient and calm
  • Strong communication skills, oral and written
  • Strong organizational and administrative skills
  • Must possess CPR/First Aid Certification
  • Advanced proficiency in MS Office (Word, Excel, etc.)
  • Degree or Certificate in Health, Safety, and Environment, or similar
  • Strong problem solving skills
  • Ability to influence others to follow safety rules and regulations
