The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. The Roberts Bank Terminal 2 (RBT2) project is a marine container terminal in development on Canada’s west coast led by the Vancouver Fraser Port Authority. RBT2 will play a critical role in supporting Canadian exporters and consumers of goods who increasingly want to trade with economies around the world. This project involves the construction of a new three-berth marine container terminal in the Port of Vancouver in Delta, British Columbia. The terminal will be located in deep, subtidal waters to minimize environmental effects and is funded by a combination of the financially self-sufficient Port Authority and private investment.
Environmental project management specialist for Mitigation programs
Specific Responsibilities Would Include
A number of different environmental mitigation measures are required by the conditions associated with federal approval of the Roberts Bank Terminal 2 (RBT2) project. These measures include those that are intended to mitigate the environmental impact from the project on different species at Roberts Bank during the construction and/or operation phases. We are seeking environmental project management and/or technical expertise in the development of select measures.
  • Act as day-to-day liaison between the Project Team and VFPA. Solicit expert advice on technical issues, and provide regular progress updates and communicate emerging issues.
  • Developing permit applications and obtaining permits and approvals for mitigation measures
  • Overseeing technical development of species-specific mitigation and/or monitoring systems by specialist consultants
  • Work with the specialist consulting team and contribute to the monitoring of the scope of work. Monitor plan implementation and evaluate progress of specialist consultants and deliverables.
  • Collaborate with project teams to determine the best approach and activities necessary for executing specific projects. Ensure the approach is documented and followed.
  • Leading related consultation and engagement with Indigenous groups, regulators and other stakeholders
  • Participate in the development of terms of reference for environmental programs and prepare, as required, requests for proposal for selection of specialist consultants to support the assigned project.
  • Act as day-to-day lead on environmental and permitting aspects of assigned projects ensuring VFPA expectations and interests are continually met.
  • Liaising with internal and external specialists, contractors and procurement staff to support planning and implementation

  • Work with specialist consultants in the preparation of project planning documentation including scope, schedule, budget, communication, change management and stakeholder engagement, and risks.
  • Critically review and evaluate consultant deliverables in line with agreed budget and objectives of the task in hand.
The successful candidate must have a bachelor of Science or another acceptable university degree, coupled with a minimum of 5 years of project management experience with environmental assessment (or recent environmental practice) and technical requirements on large capital infrastructure projects, preferably within marine or port environments. Experience in range of environmental disciplines and in design and implementation of environmental study programs, and familiarity with both federal and provincial environmental regulations and jurisdiction would be an asset. Particular experience working on permitting applications, such as Fisheries Act Authorization and Federal and BCEAO Environmental Assessments would be an advantage. Experience and/or knowledge in Envision and LEED accreditation would be an asset. Experience working with multi-discipline engineering and science teams and/or PMP certification would be highly desirable.
This position requires excellent interpersonal skills including the ability to liaise effectively and positively with all contacts, internally and externally. Must have an excellent command of the English language, both oral and written. Demonstrated project management, including budget management, analytical and problem-solving skills, along with strong team building and conflict resolution skills are required. Must possess excellent computer skills with the ability to work independently, accurately and on own initiative to maintain work output. Must be a highly organized, detailed individual who can manage competing priorities.
Normal office environment including some exposure to the waterfront and construction sites, in any weather conditions, may be required. Occasional evening and weekend work during off hours, to participate in public meetings and open houses.
