General Accountability
Reporting to the Development Coordinator, the Development Officer assists in various activities relating to property, developments and the circulation of planning applications, construction documents relating to planned development along subway lines and requests for temporary use of property for review by the TTC.
Key Job Functions
- Prepares various reports relating to areas of responsibility
- Maintains the department’s tracking system for technical and development reviews
- Assists and supports the undertaking of technical and development reviews for developments that affect the TTC’s subway structures, or other operating facilities and services
- Assists to ensure developments comply with TTC policies, operating, legal and construction standards
- Assists in the maintenance of the Address List of TTC’s Properties and other relevant documents
- Liaises with the City of Toronto concerning property inquiries and City agreements affecting TTC operations or facilities
- Responds to various internal and external inquiries with respect to property and development rights affecting TTC facilities and operations, registered easements, property survey plans, and quit claims and deeds of owned or formerly owned TTC properties
- Demonstrates behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Helps to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies
- Provides background research and technical support for negotiating property and construction agreements for developments at existing TTC facilities (e.g. yards, bus terminals, commuter parking); also for the disposition, lease, or acquisition of properties
- Provides TTC departments with current maintenance, security, liability, ownership, and emergency contact information associated with entrance connections

Education and Experience
- Good understanding of, and experience with the management/coordination of legal agreements.
- Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Planning, Real Estate, Engineering, Architecture), along with directly related work experience in the real estate, development consulting, or construction industries; or a combination of education, training and experience deemed to be equivalent.
Additional Requirements
- Sound judgement and well-developed interpersonal, and oral and written communication skills
- Good knowledge of the municipal planning process, real estate licensing, leasing, and land development principles
- Ability to read and understand conceptual architectural and engineering drawings, combined with a general knowledge of common planning, engineering, and construction practices
- Good working knowledge of computer applications, particularly Microsoft Word and Excel
