Job Description
POSITION PURPOSE

This position is responsible for developing, coordinating and leading projects and monitoring activities to support operational effectiveness and efficiencies; including leading the implementation of existing, new or enhanced ARCHIBUS information management systems and supporting programs; preparing documents, communications and reports; monitoring projects and ensuring conformance to Regional standards and quality control.

 


MAJOR RESPONSIBILITIES


  • Coordinates and implements software installations, upgrade tasks, patches, and configuration changes for new and enhanced ARCHIBUS applications with appropriate stakeholders; follows up with user groups and coordinates the testing and implementation of resolutions and provides technical support and maintenance for ARCHIBUS applications.
  • Ensures quality assurance and compliance to corporate standards, guidelines, procedures, bylaws and best practices and all requirements in the execution of work or engagement with stakeholders. 
  • Monitors the performance of consultants and leads the application development activities including the design, development, implementation and utilization of ARCHIBUS applications, tools, technologies, concepts and methodologies.
  • Provides guidance with respect to training and support using ARCHIBUS technology.  
  • Provides specialized technical support and expertise in project scoping, user requirements, planning, and development of project initiatives, goals, timelines, and activities, and monitors timing, budget, and full completion of project deliverables.
  • Collaborates with consultants, municipal partners and Regional staff for the successful delivery of projects.
  • Researches and analyses new technologies to improve business methodologies, technology, processes and analyses Property Services information management trends to develop and recommend ARCHIBUS project integration, redesign and application to make recommendations to management for implementation to meet Regional needs.
  • Coordinates and leads project teams and cross-functional groups to implement new, or enhanced information management systems and business solutions, ongoing initiatives and projects including process mapping to support maximizing efficiencies in workflow and system use.
  • Prepares progress updates, reports, correspondence, briefing materials, presentations, statistics, analysis and creates documentation including procedures, templates, user guides, data dictionaries and data standards.

QUALIFICATIONS


  • Demonstrated skills in implementing technology projects and ensuring sustainment into operation processes.
  • Successful completion of a University Degree in Business Administration, Technology or related field, or approved equivalent combination of education and experience.
  • Experience in coordinating third party resources and ensuring conformance to requirements; providing oversight of projects and consultants, including project initiation and resource procurement processes.
  • Strong verbal and written communication skills to clearly and effectively convey issues, reports and other deliverables to management.
  • Minimum five (5) years progressively responsible and practical experience in ARCHIBUS or similar application development and web services and applications and experience in leading mid-size projects.
  • Demonstrated experience in project management, program design, implementation and evaluation.
  • Strong knowledge of project planning principles and experience with concepts, practices, tools, techniques and methods to lead projects and teams.
  • Demonstrated ability in the Region’s core competencies.
