We are currently seeking experienced candidates for the position of University Counsel–Litigation. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 15 paid holidays a year.


Salary


The anticipated salary hiring range is between $17,331 and $18,862 per month, commensurate with qualifications and experience.

Position Information


The California State University, Office of the Chancellor, is seeking a University Counsel–Litigation. Litigation Counsel are located in the headquarters office in Long Beach and assigned to handle state and federal court litigation as well as administrative hearings throughout the state. In addition to litigation responsibilities, Litigation Counsel will have responsibility for various systemwide matters and will be responsible to serve as a subject matter expert in one or more areas of law. Candidates will be permitted to work in-person at the Chancellor's Office or via a California-based remote work location for the duration of 2023; but work locations are subject to change as circumstances warrant. Candidates may be required to work in-person on certain dates at management's discretion.


Responsibilities


Under the general direction of the Assistant Vice Chancellor and Chief Counsel-Litigation, the University Counsel-Litigation will be assigned to defend CSU and University personnel in state and federal court litigation throughout the state, and also defend or prosecute administrative hearings on CSU's behalf. They handle all phases of litigation, from pleadings, discovery, depositions, motions, trials, and appeals. They are expected to develop and maintain good communication with the campus counsel and designated campus clients in each matter, and to timely report developments to OGC management. Litigators are also assigned responsibility to develop expertise in substantive legal areas. They report to the Assistant Vice Chancellor and Chief Counsel-Litigation who supervises their work and is responsible for their evaluation. They research and draft legal briefs and other papers submitted to court or administrative agencies. They also review and analyze documents, testimony, and other evidence. They are expected to meet all deadlines imposed by OGC or required by statute or court rules. They travel by car and airplane throughout the state for meetings, hearings, depositions, and trial. and candidates should also be experienced in remote appearance technology. They provide timely updates to the General Counsel, Assistant Vice Chancellor and Chief Counsel-Litigation, and Risk Management on all significant matters. They are expected to contribute to the mission of the office and will from time to time be asked to assume responsibilities outside of their principal functions.


Qualifications


This position requires:


Admission to the California State Bar; graduation from an ABA accredited law school; seven years of litigation practice; superior verbal and written communication skills; and the ability to develop and implement effective strategies for handling complex University legal issues. Statewide travel is required, and the candidate must reside within the State of California upon commencement of employment.

CSU Out of State Employment Policy


California State University, Office of the Chancellor, as part of the CSU system, is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.


Conflict of Interest


The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
