Job Description
Reporting to the Manager – Talent Management, the Sr. Talent Management Specialist supports the design and delivery of strategic talent acquisition, performance and development, engagement and recognition programming across Hamilton Health Sciences. This includes leading organization-wide projects, annual processes, design/delivery of tools/guidelines/policies, providing consultative services and project management related to recruitment and selection, performance and development, engagement, and recognition. The Sr. Talent Management Specialist will participate in the evolution of HR programs that support attraction, recruitment, development, and retention of a talented and engaged workforce.
Specific Accountabilities
  • Collaborate with other organizations within healthcare as well as broader public sector and private sector on talent acquisition strategies, programs, and partnerships.
  • Act as a support to HR team members and leaders for escalated talent acquisition issues.
  • Provides guidance, mentorship, and oversight for tasks/project based work to Talent Management Associate/Coordinator positions and other team members as required.
  • Provide support for the organization and develop targeted recruitment strategies for large-scale initiatives, difficult-to-fill positions, and leadership roles.
  • Serve as a key partner to university/colleges to inform them of future workforce needs and optimize student talent acquisition strategies and programs.
  • Participate in planning of recognition programs that celebrate and highlight high performance.
  • Consult with HR and leaders to provide guidance and subject matter expertise in the areas of talent acquisition.
  • Develop training and education for staff and leaders on approaches to recognition and how to build recognition into everyday practices in consistent, authentic, and personal ways.
  • Provide strategic direction and project management for talent acquisition and retention elements of organizational transformation.
  • In collaboration with Compensation & Benefits and Organizational Development, lead the development of enhancements and standardization of HHS’ performance development philosophy, program, tools, technology, and resources. This includes developing and implementing HHS’ capability/competency foundational framework.
  • Ensure talent acquisition policies and guidelines are compliant with applicable legislation and regulations and support HHS in its efforts to enhance diversity and create a more inclusive and equitable environment.
  • Provide oversight and direction regarding survey promotion and deployment, tailoring solutions to meet the needs of diverse employee, physician and resident groups.
  • In collaboration with HR leadership and other stakeholders, design and enhance survey strategies and other feedback strategies.
  • Project leadership for key elements of HHS’ employee engagement program, which includes working with the Manager – Talent Management to plan, implement, and evaluate HHS’ Engagement Census Survey.
  • Provide subject matter expertise related to employee experience as issues/escalations arise.
  • Collaborate with Human Rights & Inclusion to integrate equity, diversity, and inclusion best practices into talent acquisition practices, programs, tools and resources.
  • Enhance and promote existing recognition programs across HHS to develop an integrated and highly visible program offering.
  • Design and deliver training and education to support implementation and ongoing, consistent application of talent acquisition processes, tools and resources.
  • Develop processes and tools to support the development of individuals, including Individual Development Plans and Succession Planning processes
  • Develop training and education for staff and leaders on annual performance review process and related performance and development conversations.
  • Provide support for an enterprise-wide talent acquisition and retention strategy.
  • Develop, implement, and maintain engagement, recognition, and performance development related policies and guidelines, ensuring compliance with relevant legislation and regulations.
  • Provide project leadership/coordination support for HR and organization-wide initiatives. This includes developing project plans, assigning responsibilities, monitoring progress, and ensuring successful completion.
  • Advise HR team members and business leaders on best practices for performance assessments (including ongoing tactics, formal reviews and 360s).
  • Provide support for strategy, planning, and operation of HHS’ engagement, recognition, and performance development programs and initiatives.
  • Develop tools and resources to support performance development of leaders and employees in conjunction with other areas across HHS.
  • Investigate, research and evaluate new, innovative practices and make recommendations for their incorporation into talent acquisition strategies, programs and processes in consideration of organizational climate and readiness.
  • Participate in organization-wide and internal projects to develop and deliver high impact talent solutions.
  • Develop tools, processes and measures required to support HHS strategy related to employee engagement.
  • Lead as the subject matter expert for employee experience elements of HHS’ strategic plans, an organization-wide strategy designed to engage, enable, and empower all employees.
  • Review, develop and implement as applicable, talent acquisition policies, standards, tools, and guidelines.

  • Strong technical skills and understanding of HR systems/solutions (e.g. Oracle HCM Cloud, Taleo).
  • Advanced skills in data analysis and interpretation.
  • Proven program and process design ability.
  • Strong legislative and regulatory knowledge (Employment Standards Act, Human Rights Code, Accessibility for Ontarians with Disabilities Act, Excellent Care for All Act, Accreditation Canada).
  • Sound consulting, facilitation and advisory skills across all levels of leadership including Senior Executives.
  • Excellent ability to make recommendations based on research, best practice, and interpretation of data analysis.
  • Highly capable of working in a fast paced environment.
  • Excellent knowledge and ability to apply adult learning theory, learning needs, performance gap analysis, instructional design, development, and implementation, and evaluation of learning effectiveness.
  • Innovative and results-oriented.
  • Advanced capability in Word, Excel, Outlook and PowerPoint, MS Project.
  • 7-10 years HR generalist experience in a complex, union/non-union environment.
  • 5 years project management experience.
  • Demonstrated ability in designing and implementing competency/capability frameworks.
  • 5 years developing and leading enterprise-wide talent management strategies and programs.
  • Experience/advanced knowledge in talent management programs (end to end recruitment, performance and development, engagement, recognition).
  • Strong customer service-orientation.
  • Strong planning and organizational skills with exceptional attention to detail.
  • Demonstrated ability in developing and delivering training to support talent management programs.
  • Demonstrated ability designing and implementing large scale survey programs.
  • Experience and skills in leading continuous improvement initiatives.
  • Background and experience in change management concepts and techniques.
  • Excellent critical thinking and analytical abilities.
  • Demonstrated experience leading large scale and complex projects and initiatives.
  • Excellent interpersonal, influence and communication (verbal and written) skills.

The Talent Management team is an integral part of the Human Resources portfolio at HHS. The Talent Management function is responsible for strategic talent acquisition, performance and development, engagement, and recognition.
Schedule Work Hours
Days, Monday to Friday with willingness to be flexible with working hours to suit operational requirements. 37.5 hours per week.
