What You Will Get To Do
Reporting to the Manager of Organizational Development, provide critical support to the Human Resource Services team, the management team, client groups and employees by developing, coordinating and delivering corporate and human resources training and development programs, projects, policies and initiatives that contribute to a high performing organization and an engaged workforce that ensures the achievement of organizational objectives.
Passionate about guiding and implementing the learning, leadership, collaboration and career development needs of staff. Responsible for the overall corporate training and development programs and support the corporation through the diagnosis, sourcing, and design of high quality training and development resources ensuring alignment to corporate strategic plans and drive continuous improvement. This role is responsible for the research, design, development, coordination, implementation, and monitoring of the Town’s training and development programs, including leadership development and management training. Significant responsibility for project management, solution design and implementation of learning and development programs on our new HRMS (Workday), targeted to go live in early 2024. This role will be a critical subject matter expert providing insight and guidance to the implementation team.
Program Development and Delivery
· Lead the development, design, and facilitation of onboarding programs and staff training;
· Partner with the Manager of Organizational Development, in the development/design of leadership development, management training, succession planning; performance management; career management; and competence development aligned with corporate strategic priorities;
· Assess corporate training needs through surveys, facilitations, and consultations;
· Lead the communication and promotion of training and development programs;
· Design and develop learning curriculum in multiple modes of delivery, including web-based, instructor led classes, workshops, blended learning, etc.;
· Explore innovative methods to engage all levels of the organization in continuous learning;
· Develop and implement annual training calendar;
Learning and Development Tools
· Create and implement consistent standards for all key training and development initiatives in order to ensure the highest level of quality of training is delivered;
· Develop/design training courses/programs/curriculum/materials (ie. Professional development, legislatively required training and training related to other talent management strategic programs) for classroom based and e-learning based training, where applicable. This requires development of PowerPoint presentations, e-learning modules, job aids, and other resources as needed;
· Implement various learning and development tools and methods across the organization, including coaching programs, job-shadowing programs, on-line training (through LMS);
Strategic Partnering
· Foster and create a growth mindset in leaders and staff, and strengthen a culture of learning regardless of role;
· Assist and prepare the workforce to meet organizational objectives, mission, and vision through training and development initiatives that ensure organizational readiness and resilience;
· Partner with people leaders to assess and recommend innovative learning and development strategies and programs that fosters a high performing and engaged workforce and deliver/facilitate team building solutions where applicable;
· Work closely with HR Advisory group and client stakeholder to source, design and develop training programs that support business strategy and the attainment of business goals;
Administration and Analytics
· Lead administrator for the Learning Management System (LMS) (planned migration to Workday targeted for early 2024);
· Monitor use of all training and development (budgets) across the organization to ensure effective use of corporate training dollars and identify and recommend opportunities to maximize the Town’s spend on training in a more effective/efficient way;
Employee (Individual) Focused Programs
· Develop professional/career development programs that provide individuals an opportunity to link to corporate training and development programs;
· Counsel employees on career and professional development and other matters that support individual growth and development.
Learning Management System
· Lead the design, implementation and ongoing development of the corporate Learning Management System (migrating to Workday) to support the corporate talent management strategy;
· Design and develop eLearning courses to SCORM 1.2 standards, using project management methodology and in collaboration with subject matter experts;
· Develop metrics and tools within the LMS to effectively measure and manage program integrity and allow for evidence-based decision making regarding corporate training decisions;
· Develop learning governance procedures and guidelines for the use of the LMS to ensure consistency across organization;
Overseeing processes, guidelines and solutions with regards to assessing, analyzing, reporting and recommending LMS solutions

What You Bring To Our Team
· Post-secondary university degree in a related discipline (Human Resources, Administration, Psychology, Education, Adult Learning), or related discipline;
· Completion of an advanced learning and development program or related post-secondary program (Certified Training and Development Professional [CTDP]);
· C.H.R.L. designation in good standing or working towards designation;
· Lean Green Belt or better would be an asset;
· Minimum of five (5) years’ experience in a related organizational development or human resources role;
· A combination of equivalent experience and education may be considered;
· A strong knowledge of talent management and learning technology best practices;
· Current knowledge of effective learning and development methods in complex, multi-union, corporate environment;
· Familiar with e-learning platforms and practices;
· Ability to train based upon adult learning principles;
· Curriculum development experience;
· Strong interpersonal, communication and coaching skills and able to effectively listen;
· Sound knowledge of human resources theory, best practices and applicable legislation;
· Exceptional computer skills using Microsoft Office (Outlook, Word, Excel, PowerPoint), desktop publishing software (MS Publisher, Adobe), Org chart software (MS Visio)
· Knowledge and experience administering a Learning Management System (LMS);
· Extensive experience in technology-based solution platforms, including LMS, eLearning tools and Articulate 360 platforms (Storyline, Rise, etc.)
· Facilitation skills and experience with delivery of training, focus groups, etc.;
· Certification in one or more self-assessment tools would be an asset (e.g. Kolbe, MBTI, EQ)
· Strong presentation/facilitation skills; able to communicate to a broad, varied audience;
· Creativity to develop/brand and market training programs and materials that have impact to a broad audience;
· Strong strategic thinking skills and ability to plan years in advance
· Strong project management and project team management skills with the ability to organize, plan and schedule large project team work as well as monitor and evaluate progress and report on results;
· Strong analytical and problem identification skills; specifically, able to diagnose work group/individual training needs and recommended solutions to client groups;
· Determining appropriate accommodations for staff relating to corporate training requirements.

· Salary: $92,029 - $108,272 per annum (Band F)

Hours: Monday to Friday – 8:30 a.m. to 4:30 p.m. (thirty-five hours per week). Additional hours may be required.
