General Accountabilities

• Supervise and conduct required due diligence on quality and results delivered related to the meter and billing functions delivered by various teams.
• Provide subject matter expertise and in-depth analysis of billing and meter reading functions, including providing trending analysis and the creation of statistical information used for business decision making.
• Working with the various lines of business, conduct interviews, data gathering and analysis to compile into technical or process improvement opportunities.
• Assist in the development of information system and process controls required to properly manage the billing and meter reading operation functions.
• Develop and maintain documentation of the end-to-end meter to bill analytics processes.
• Participate in and coordinate continuous improvement projects to ensure year over year KPI stretch targets are achieved.
• Support in the development of economic, business, IT and regulatory impact assessments of planned initiatives using historical data to ensure that the proposed solution addresses corporate, regulatory and customer needs.
• Design and develop BI/BW reporting for operations, regulatory, inter-LOB SLA’s and KPI’s, and corporate targets.
• Work with management and staff at various levels within the business unit, the company, the Ombudsman and externally with the service provider to facilitate the identification of issues related to billing and meter reading services.
• Monitor and analyze meter reading and billing functions on a regular basis to uncover deficiencies arising from technical and/or process gaps.
• Develop SQL or ABAP scripts and extract data from various Meter to Bill data sources (e.g. Sybase IQ, Oracle databases and SAP/CIS).
• Assist with internal or third party audits related to the Meter to Bill operations or functional areas of the billing system. Assist in the remediation of recommendations arising from these audits. Respond to yearly audit monitoring requests.
• Design and develop data analytical approaches to support the Meter to Bill business.

Essential Knowledge, Experience And Qualifications

• A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
• Previous experience in a Quality Assurance role is required.
• Requires previous experience with metering and billing functions, customer service and related practices and procedures of a regulated utility.
• Must have demonstrated knowledge and at least 2 years’ experience with tools used for reporting and analytics including Oracle SQL, Sybase IQ, SAP ABAP scripting and BI/BW.
• Successful completion of 4 years of relevant university education an asset.
• Requires an understanding of the Retail Settlements Code, Distribution System Code, Standard Supply, and the Distribution Rate handbook as they relate to the meter to bill function.
• Must have demonstrated acumen with specific emphasis on Meter to Bill data sources, associated IT Platforms and Meter to Bill applications.
• Requires an in-depth understanding of the current IT systems and interfaces used for electricity billing, including the SAP Customer Information Systems (CIS), Head End systems, MDMR, MOMS, IEE and Manual Metering Reading tools.
