Job Description

Title:: Senior Business Analyst
Location:: Kingston or Toronto, ON , Canada
Duration:: Contract
  • Leading and conducting business analysis at varying levels of detail in order to assess client's business problems/opportunities and documenting the assessments.
  • In-depth knowledge of industry standard methodologies such as I&IT project management and development (Agile, Waterfall, Iterative) methodologies.
  • Facilitating and managing stakeholder communication both on an ongoing basis and throughout project life cycles, to support informed client/cluster decision-making on solution options; and to verify that requirements meet final solution
  • Conducting business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, stakeholder analysis, use case surveys, business rules definition and functional and non-functional requirements elicitation and definitions for assigned projects.
  • Lead/contribute to the completion of business requirements
  • Lead/contribute to the completion of testing artefacts
  • Description of Business Context
  • Conducting gap and impact analysis of upgrades to technologies to identify changes needed for business processes and best practice, and for solutions including configuration, reports and integration components.
  • Developing healthcare user/stakeholder journey maps and use cases based on business requirements and ensuring traceability.
  • Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Monitoring progress, resolving problems and reporting regularly to I&IT management and clients' decision makers.
  • Transfer skills and knowledge to selected OPS staff.
  • Perform necessary analysis (root cause analysis) and work with development and QA teams to identify and resolve issues.
  • Description of Programs and Services
  • Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
  • Developing maintaining a central repository to track and share project documentation.
  • Developing performance measures for business analysis evaluation and conducting follow-up.
  • Developing strategies, preparing business cases and cost- benefit analysis, and conducting feasibility studies for business I&IT initiatives.
  • Description of Business Processes and Functions
  • Develop/revise business processes/architecture artefacts including:
  • Act as liaison with Business clients, partners, vendors and data providers.
  • Document new requirements and complete analysis and design document.
  • Participate in QA test planning and preparation, test execution and verification of test results and the coordination of user acceptance testing.
  • Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
NOTE
Assignment Type: This position is currently listed as "Hybrid " as consultants may be required to work partly in the physical workplace and partly remotely. The details of this arrangement will be at the Hiring Manager's discretion.

  • Demonstrated awareness of emerging IT trends and technologies.
  • User/Stakeholder Journey Mapping
  • Demonstrated experience in successfully completing business requirements and architectures in government settings or similar complex, multi-project/multi-client organizations.
  • Highly proficient using MS Office products
  • Demonstrated ability to apply strong listening skills to facilitate issue resolution.
  • Demonstrated experience in using collaborative tools.
  • Service lifecycle modeling,
  • Experience developing performance measures for business analysis evaluation and subsequent follow-up
  • Exceptional analytical, problem solving and decision-making skills.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
  • In-depth knowledge of industry standard such as Project Management Institute (PMI) and I&IT project management methodologies.
  • 5+ years of experience with Agile project management and development practices (managing the backlog, preparing and supporting the scrum master, sprint planning, creating user stories etc.
  • Proven and demonstrable troubleshooting and analytical experience.
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Excellent customer service skills, including tact and diplomacy to ensure client needs are managed effectively.
  • Business process re-engineering.
  • Experience and knowledge of development process framework and methods (Scrum, Agile and Zachman Framework) including business / information /application / technology / security architectures.
  • Demonstrated strong interpersonal, verbal and written communication, and presentation skills.
  • Knowledge and experience with information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs.
  • Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
  • Strong interpersonal, facilitation and negotiation skills with ability to build rapport with stakeholders and drive negotiations to a successful outcome.
  • Business event modeling,
  • Business process mapping,
  • Experience in structured, object oriented and agile methodologies for user requirements
  • 10+ years of demonstrated experience in business analysis and requirements gathering and translating business requirements into epics and scenarios and creating mock-ups for the stakeholders to review. Experience with cloud-hosting and integration of micro-services.
  • Demonstrated excellent problem solving and decision-making skills.
Public Sector Experience
  • Knowledge and understanding of project management policies and IT project approval processes and requirements.
  • Experience adopting and adhering to unified I&IT project methodology, architecture and gating processes, and standard systems development methodologies.
  • Demonstrated experience preparing standard enterprise architecture frameworks, preparing architecture artifacts (or similar), and experience producing technical documentation that comply with standards, guidelines and best-practices.
  • Knowledge and experience with Health related or Health Insurance related projects.
Knowledge of Ontario's Freedom of Information and Protection of Privacy Act ( FIPPA) and it's municipal equivalent the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Personal Health Information Protection Act (PHIPA) and their respective regulations.
