Job Summary


Faculty Staff Housing & Relocation Services (HRS), is responsible for delivering exemplary and wide-ranging housing and relocation services and programs to support strategic employee recruitment and retention. It provides an enhanced, high- touch, integrated one-stop-shop and personalized service model, intended to make the welcoming difference for people considering employment offers at UBC; to help them navigate their housing, immigration and relocation journey with ease.


The Senior Immigration Advisor, is accountable for providing specialist consultative and advisory immigration services to Senior Leadership including Vice-Presidents, Deans, Chairs, Directors, administrators and their delegates with respect to the recruitment and retention of non-Canadians and all other non-student immigration related matters. The Senior Immigration Advisor also provides consultative and advisory services to non-Canadian faculty and staff members and authorized visitors regarding immigration issues and ensures that relevant policies are applied efficiently and effectively at UBC.


This position is eligible for a hybrid work arrangement however may be subject to change due to operational requirements.

Organizational Status


The Senior immigration Advisor reports to the Manager, Immigration and Relocation Services. Immigration and Relocation Services is a distinct sub-unit of HRS, and part of the UBC Faculty Relations and Support Services portfolio within Human Resources.


Work Performed


  • Providing consultative advisory services to faculties, departments and units with respect to recruitment and hiring practices in relation to immigration legislation
  • Working with Immigration, Refugees and Citizenship Canada (IRCC), Canada Border Services Agency (CBSA), Employment and Social Development Canada (ESDC), British Columbia Provincial Nominee Program (BCPNP) and other relevant agencies (e.g. BC Health Authorities, BC College of Physicians) to resolve immigration related issues for non-Canadian faculty and staff, potential academic staff and authorized visitors
  • Acts as point of contact and resource for all compliance audits conducted by the IRCC, ESDC and the Immigration Consultants of Canada Regulatory Council (ICCRC)
  • Developing and implementing procedures and processes to create compliance regarding the International Mobility Program (IMP) and the recruitment and retention of foreign nationals under the Temporary Foreign Worker Program (TFWP)
  • Advising faculty and staff on applications for permanent residency and overseeing applications for BCPNP nominations, ensuring that UBC is compliant with the requirements
  • Developing, accessing and securing accurate client management data that may be required by Federal/Provincial government offices, UBC and other designated authorities
  • Other related duties required within the Faculty Relations and Support Services portfolio
  • Interpreting, analyzing and resolving immigration issues that arise and advise on corrective action(s)
  • Remaining current with immigration law/policies through continuous professional development
  • Delivering and continuously improving immigration services at institutional level to internal stakeholders, staff and faculty, helping to advance the University’s goals for recruiting and retaining the most talented international faculty and staff.
  • Employing research skills to correctly identify appropriate sections of immigration legislation, regulations and processes and utilizing them to facilitate the entry of non-Canadians into Canada, mitigate risk to the University community and retain non-Canadian employees on a long-term basis
  • Developing and delivering a variety of immigration related training/workshops
  • Assisting departments and HR colleagues with Labour Market Impact Assessment Exempt Assessments, ensuring legal requirements are met and that records are retained
  • Consulting with individual non-Canadians regarding their temporary immigration status and requirements to lawfully enter and remain in Canada


Consequence of Error/Judgement


The Senior Immigration Advisor, Faculty and Staff Immigration Services is responsible for giving highly technical and accurate immigration advice at the University. Inappropriate decisions or judgment will directly affect UBC's reputation with current and potential employees. Incorrect decisions would have impact on the employment of faculty and staff, the operation of the programs, and the reputation of the university. Incorrect advice that may lead to UBC failing a compliance inspection by IRCC can result in warnings, penalties of up to $1 million, temporary or permanent bans from recruiting via the Temporary Foreign Worker (TFW) or International Mobility Programs (IMP) and suspension or revocation of previously issued LMIA or LMIA-exemptions and being ‘blacklisted’ as an employer.


Supervision Received


Reports to Manager, Immigration and Relocation Services, HRS. Works under direction with broad objectives that are related to immigration law, policies and procedures


Supervision Given


May oversee and provide guidance and/or training to support staff. May have functional supervision on compliance with immigration law, policies and procedures at the University.


Minimum Qualifications


Undergraduate degree in a relevant discipline. Minimum of five to seven years of related experience, or the equivalent combination of education and experience


Preferred Qualifications


As per Immigration, Refugees and Citizenship Canada (IRCC) legislation, the position is required to be a Regulated Canadian Immigration Consultants (RCIC) in good standing with College of Immigration and Citizenship Consultants (previously ICCRC) in order to provide qualified immigration advice. Faculty & Staff Immigration Services is a central point of contact for qualified immigration advice at UBC, in partnership with Faculty Relations.


Knowledge of and demonstrated ability to accurately interpret and apply the Immigration and Refugee Protection Act and regulations, United States-Mexico-Canada agreement (CUSMA), Ministerial Instructions and the Criminal Code of Canada (as it relates to immigration matters).


Knowledge of and demonstrated ability to appropriately apply the International Mobility Program, the Temporary Foreign Worker Program, the BC Provincial Nominee Program, the International Experience Canada Program, other international exchange programs and research award authorities that pertain to specific LMIA exemptions in Canada.


Previous experience working with government agencies, e.g. ESDC, IRCC, CBSA, BCPNP;


Superior analytical reasoning, problem solving, influencing and organizational skills


Excellent written and oral communication and negotiation skills under pressure


Demonstrated skills building strong professional relationships and working with a culturally diverse client base.


Highest ethical standards; ability to handle and manage confidential information


Understanding of broader HR functions and policies and ability to collaborate are essential


Knowledge of UBC governance and academic programs would be an asset


Ability to travel to on and off-site departmental unit locations
