In 1977, OSI introduced the first generation electronic chart system for the maritime market and revolutionized navigation. Over the years we have had many firsts. Today, OSI Maritime Systems is a leading provider of integrated navigation and tactical solutions designed for naval and maritime security operations. Among those solutions, the company develops and delivers integrated bridge systems for warships, integrated dived navigation systems for submarines, and C2 systems for small craft. Presently, 23 navies totaling more than 600 warships and submarines operate using OSI systems. Due to the nature of our company, all employees must pass specific security criteria. Only candidates who are Canadian citizens, have PR status or have a citizenship from a NATO country, and who satisfy security clearance criteria, will be considered.
The Role
The Tactical Proposals Manager is part of the Proposals team that develops marine navigation and bridge systems for OSI’s government and naval markets.
Tactical Proposals refers to those bids whose solutions are mostly based on “Off-The-Shelf” OSI systems / products.
The Tactical Proposals Manager is a strategist who can envision the final tactical proposal in totality and supervises the proposals solutions engineering team and uses experience and knowledge of OSI’s systems and products to delivery winning tactical proposals.
Main Responsibilities
- Works in both a team environment and independently with minimum supervision
- Uses defense/naval industry and technical knowledge, along with excellent writing skills, to produce high quality proposals content and effectively review and edit content provided by others.
- In cooperation with the Tactical Projects Manager and Solutions Engineers generates and reviews technical proposal material that will be used in proposals in response to RFPs
- Interacts with other groups of the organization to gather information required to respond to RFPs that fall under the tactical proposals management responsibility
- Ensures that all steps have been taken to develop the best pricing and most responsive proposal while minimizing any associated risk to OSI
- Co-ordinates and leads the writing, editing and production of proposals; compose/compile compelling, well-written technical and sales documentation for inclusion in proposals and other promotional materials; develop or acquire any graphics required for proposals.
- Analyzes the technical/system requirements in Request for Proposals (RFP) received by the Proposals Department and manages the development of preliminary (strawman) solutions with the Solutions Engineers, ROM costings and compliance matrices that are used for preliminary pricing assessment
- As required, after a major tactical proposal submission, hold "proposal lessons learned" staff meetings and incorporate feedback into future proposal submissions
- Undertake administration activities for assigned proposals (such as tracking in JIRA) and ensure that all relevant proposal and associated material is organized and available on designated repository and SharePoint site
- Participates as technical solution SME in bid/proposals/costing/pricing reviews as required
- Ensures that costings and proposals have been reviewed by all relevant stakeholders and approvals are done as per the Signing Authority Matrix
- Manages the preparation of tactical proposals in accordance with the established company processes
- Support the development of proposal processes including new tools, concepts, metrics, boilerplates, and procedures for proposal and estimating development
You Bring
· Education: University or college education in Engineering/Science/ technical/naval domains
· 5 years’ proposal management experience; experience in defense or government domain preferably in naval ship sector a significant asset
· Strong interpersonal, time management, communication, leadership and motivational skills; ability to influence without authority and to inspire outstanding work from team members with a range of experience and technical abilities; detail-oriented; possesses detailed technical understanding of the products; is a strong technical writer, has an understanding of costing issues (labour hours, internal vs. subcontractor breakout, marketplace competition, etc.); proficient in Microsoft Office Suite, particularly Word and Excel.
· Must be a self-starter, detailed-oriented with the ability to manage multiple priorities/tasks, and possess strong organizational and problem-solving skills.
· Proven track record in the timely delivery of assigned tasks/projects; Strong knowledge of marine navigation and tactical sensors or systems a significant asset
· Eligible to obtain and maintain a location relevant security clearance
· Ideal skillset:
o Knowledge of (W)ECDIS, AIS, Integrated Navigation Systems, architectures and components
o Familiarity with navigation sensors – including basic concept of operations of each type of sensor and sensor limitations
o Familiarity with Cyber solutions (data diodes, red/black separation)
o Knowledge of IMO and/or NATO rules for WECDIS, IBS, AIS, standards for Integrated Navigation System
o Knowledge of typical naval maritime customer base – including Integrators, Shipyards, Government Agencies, Navies
o Familiarity with Military Nomenclature and phraseology and asset
