Title: Program Manager

Location: Edmonton, AB (1 day onsite in a week if needed)

Duration: 180 Business Days

Mandatory Skills

M2 - The proposed resource must meet or exceed one of the following:

•University graduation in business, management or a related discipline and 8-yr Program Manager (PM) experience;

OR

•2-yr diploma in business, management or a related discipline and 10-yr PM experience;

OR

•1-yr certificate in business, management or a related discipline and 11-yr PM experience;

OR

•12-yr PM experience

M3 - Senior leadership experience within an IT environment.

M4 - Senior leadership experience managing a portfolio of concurrent projects or initiatives staffed with a team of at least 10 people.

M5 - Experience leading complex (multi-stakeholder and multi-technology) projects.

M6 - Senior leadership experience managing program(s) in a complex business and technical environment

M7 - Senior leadership experience defining program goals in collaboration with business stakeholders.

M8 - Experience defining project scope, goals and deliverables that support project goals in collaboration with business stakeholders.

M9 - Experience developing program documents including roadmaps, governance, business cases and reporting.

M10 - Experience writing program/project related documents such as proposals, business plans, statements of work, RFPs, and strategy documents

M11 - Experience managing multiple resources and/or delivery teams (including hiring and removing resources as required).

M12 - Experience in Agile project methodology.

M13 - Experience in software development using Microsoft Dynamics.

M14 - Proposed resource has agreed to an Enhanced Security Check upon contract award.

Must have the last 3 years continuous residency in either Canada or United States as minimum.

M15 - Proposed resource must work from within Alberta, due to network and data security issues.

Standard Hours of work are 08:15 - 16:30 Alberta time

Desirable Skills

D1 - Active PMP Certification

Attach proof of certification and/or membership number.

D2 - Senior leadership experience leading a portfolio of concurrent projects or initiatives with a total budget of at least $7 million/year.

D3 - Senior leadership experience overseeing custom application development projects and/or application maintenance services.

D4 - Project coordination of government and vendor-wide information management / information technology initiatives.

D5 - Experience leading custom software application development projects following a formal project life cycle methodology.

*Experience must be demonstrated in resume

D6 - Experience facilitating meetings with stakeholders at all levels

D7 - Experience developing and maintaining positive relationships across the organization, including executive level.

D8 - Experience using MS-Project.

D9 - Experience working with staff, contractors and vendor teams.

D10 - Experience negotiating with vendors and other external stakeholders from the client side.
