Job Description
Product Care Recycling is a not-for-profit organization that develops and manages dynamic recycling programs across North America. We are proud to develop, implement and manage collection and recycling programs for post-consumer products, including lighting, paint, and household hazardous waste. Product Care’s members are the manufacturers, distributors, and retailers of these products, who share our passion for recycling and the environment. About The Position
The incoming leader must have a deep and abiding commitment to advancing Product Care’s role in the diversion of post-consumer products from Canada’s landfills and waterways, ensuring they are managed responsibly at their end-of-life.
Reporting to a Board of Directors, from key industries we serve, the President and CEO is the organization’s senior manager responsible for the overall development and implementation of the strategic plan, Extended Producer Responsibility (“EPR”) Programs, operations and administration of Product Care Recycling. This role ensures that Product Care fulfills its obligations under the provincial and territorial Recycling Regulations and Environmental Management Acts, and their directives, along with the Federal requirements under Canada’s Not for profit Corporations Act. The President is also responsible to the Board of Directors of PCA Product Stewardship Inc. (“Product Care USA”) for the administration, operations, and risk management of the US programs managed by Product Care USA.
Along with the purpose of Product Care, we have a dedicated team working across the country. The President will be a strong proponent of their development, integrating their specialized knowledge into building the overall development of the association into the future.
Responsibilities: Leadership
  • Advise other provincial and national organizations as an industry expert regarding set up and design of programs and regulations. Advise producers of regulations or recycling.
  • Lead and propel the vision for 20+ staff who work at Vancouver headquarters, as well as the staff who work across the country – total 70 employees. Product Care has offices located in Vancouver, Delta, Toronto, and Montreal, as well as several remote staff and contractors located in other provinces without formal office spaces.
  • Oversee a breadth of complex programs, each with their own P&L, program plan, and regulatory commitments. Currently, Product Care operates and/or provides management services for 22 programs in 12 jurisdictions.
  • Spokesperson for the organization, both internally for staff as well as externally for the public and stakeholders, ensuring messaging and policy development reflects priorities and goals on behalf of the Board or jointly with the Board.
  • Develop and maintain an effective organizational structure, which supports employee development and attracts and retains quality staff.
  • Drive all aspects of organizing the Board and Board Committee work.
Program and Organization Design
  • Monitor the development of new EPR regulations in Canada, the US, and globally for products that are or may be compatible with Product Care objectives.
  • Identify and manage risk and opportunities to ensure all matters related to government, social and economic matters are addressed and assessed.
  • Collaborate with related associations, to ensure a high profile of Product Care’s leadership within the industry across North America.
  • Oversee business operations to ensure all regulatory obligations and compliance are met.
  • Identify, document, and communicate effectively and consistently with key stakeholders including but not limited to oversight bodies, local and regional governments, collectors, aboriginal and northern communities, other stewardship agencies, media, and the public.
  • Build relationships with industry experts and partners.
Financial, IT, and Administrative Integrity
  • Provide direction in determining fee strategy and other financial incentives for participation in programs.
  • Lead the business and growth of the organization with the appropriate systems now and into the future.
  • Act as the principal lead and work with the finance team, in setting direction on financial and systems matters including oversight of the financial viability of the organization.
Oversight of Stewardship Planning
  • Work with stakeholders to operate the stewardship programs and plans in response to the requirements of the applicable regulations.
  • Ensure programs are compliant, efficient, and cost-effective.
  • Work with the programs team to ensure the submission and approval of product stewardship plans throughout provinces/territories/states in accordance with the various recycling regulations under their Environmental Management legislation.
  • Lead and execute operational plans, ensuring a strategic planning process that is aligned with the Board priorities on time and on budget.
  • Oversee relationships with members, partners, and vendors including but not limited to manufacturers, retailers, legal services, participant services, auditors, researchers, etc.
  • Work with the Vice President and senior management team to guide the stewardship plans through approval, amendment, and consultations with stakeholders, businesses, local governments, and provinces.

The ideal candidate will possess the following skills, experience, and qualifications:
  • Professional English written and oral communication skills, with French fluency an asset.
  • Self-starter, with a proactive approach to problem-solving and critical thinking skills.
  • Extensive work experience with Recycling Regulations under the Environmental Management Act.
  • Successfully implemented data-driven processes to turn vision into an actionable roadmap.
  • Understanding of non-profit governance related to the Board and senior management team.
  • A minimum 7 years’ experience in a senior leadership position, with exposure to administration, building and implementing strategic plans, budget development and employee engagement.
  • Experience working with an involved Board of Directors, knowing when to lead and when to follow.
  • Successful experience building a high-performing team, holding individual team members accountable to expectations.
  • Post-secondary education in marketing, law, business administration or equivalent experience.
  • Demonstrated track record of setting annual business plan objectives, achieving operational excellence.
